Introduction The people who live in arid and semi-arid areas in Kenya and Ethiopia are vulnerable to disasters of various kinds. They are subject to cyclic drought, with each episode of drought finding them more vulnerable to its effects. To reduce the vulnerability of these communities to the negative impacts of drought, Cordaid supports emergency response and preparedness, rehabilitation and mitigation and as such employs the Drought Cycle Management (DCM) and Community Managed Disaster Risk Reduction (CMDRR) approaches in planning and implementation of drought management and Disaster Risk Reduction programs in these areas. With this approach, Cordaid links development and emergency aid. In this framework Cordaid has several projects with local partners to increase the resilience of local communities Presently the Drought in the Horn of Africa has further deepened and the Emergency interventions of Cordaid are extending, both with the partners already working in the CMDRR and Emergency programmes as well as other Cordaid partners working in this region. Funding for this extension will be coming from the SHO. This will be a considerable programme, therefore also for this programme a special Partner Support Unit will be set-up based in Moyale. Within this unit two posts will be created, including an Administrator.
Position and responsibility The Administrator reports to the regional DRR Programme Coordinator of Cordaid in the Horn of Africa based in Addis Abeba.
General objective of the posting To advise, support and strengthen Cordaid partner organisations in the field of financial management and administration, for their emergency response and recovery and rehabilitation projects.
Specific objectives Financial administration of projects: • Maintaining a financial overview regarding facilitating agencies' projects, monitoring their financial administration, expenditure and reporting. • Assessing and monitoring the financial aspect of projects from the budget proposal till the stage of final reports. This also includes keeping the project database and files containing data on reports complete and up-to-date; indicating special details in counterpart reports and informing facilitating agencies accordingly; estimating actions required, on the basis of payment orders, for the execution of payments to facilitating agencies. Payment requests: • Analyzing and verifying all project payment requests prior to submitting them to Cordaid HQ. Financial management of executing agencies: • Strictly monitoring financial, administrative and logistical management and expenditures of executing agencies (through assessing reports and regular field visits). • Accompanying and guiding these agencies in such a way that they financially administer their organisation and project themselves and meet reporting requirements. • Improving financial and administrative capacity of the agencies, including procurement and logistics, for effective and efficient implementation and management of the project conform donor requirements. Responsible for daily management of PSU. Monitoring security situation. Faciliation of visits from Cordaid colleques (regional as well as HA) and external visitors (donors, press, etc) Representation in networks: • According to the need, represent the PSU in networking meetings at the district level.
Qualifications • University degree and professional accounting qualifications of at least CPA II.
• Minimum of 4 years experience in project accounting. • Experience in accounting for Donor funding. • Experience in financial planning, monitoring and reporting, meeting donor requirements. • Knowledge on procurement procedures and logistics. • Social skills for management of relationships with local partners and for accompaniment and guidance of partners in financial management and accounting of their activities. • Proven ability to communicate at professional level and to work within a team.
Specifics of station This is a non-accompanied posting. Living conditions are basic and sometimes harsh with security protocols and guidelines.
Contract information The contract period is for 6 months starting as soon as possible, with a possible extension to one year.
