The National Reference laboratory (NRL) is seeking to recruit a competent and qualified Website Development Specialist / Webmaster under the support of World Bank East African Public Health Laboratory Network Project.

1. Project objectives
The National Reference Laboratory, Rwanda, under the East Africa Public Health Laboratory Networking Project, intends to hire a competent individual to design, develop, implement and maintain East African Public Health Laboratory Network Project Website. The Website is expected to leverage the project's mission within the framework of eHealth. This website will include data from four countries (Rwanda, Kenya, Tanzania and Uganda) that will all provide content for the site and assist in its development. Links will be made to other institutions, on other components of the project (including eLearning modules, bibliographic references, reports, and calls for operational research) and to other resources in eHealth. The website will be hosted on the Rwanda Development Board's web hosting platform and may have both public and private sections. Funding of this Position is from the World Bank.
2. Scope of work
The website to be developed as part of this project will have the following features (but not limited to those below):
* External website database to provide publically available information on the work of the project for the governments, for external partners and for the public, in a clear and transparent way.
* Internal website database for the project and its project beneficiaries (25 satellite laboratories in East Africa) consisting of secure documents and data bases of the project's work, for its own internal use. Links as appropriate to other organizational websites
* Secure access control to the internal site through password protection
* Specific pages for the four countries and the hosting of their content
* Reports which can be both aggregated and dis-aggregated
* Interactive training modules
* Access to external information sources such as bibliographic information, full text articles, etc.
3. High level product requirements
The work to be done as part of the contract is in the following five major areas:
* Graphic Design
* Programming
* Content Development
* Maintenance and
* Training.
However, further discussions between the Regional ICT Working Group for the project (consisting of the ICT staff of the project from Rwanda, Tanzania, Kenya and Uganda) individual specialists are needed to develop a detailed requirements specification document that will serve as the main input to the contract.
a. Graphic Design
This area is concerned with the development of the user interface both for the target audience of the East African Public Health laboratory Network administrators. The design is expected to be user-friendly and reflect the overall vision of the project. In addition, the design has to yield a "transportable" website, i.e., with quick download times even for people with slow internet access links. Thus it must not be 'too heavy' and should also provide for the option of text only access.
b. Programming
The website is expected to be dynamic and database driven. Programming is needed to implement product requirements that will be expressed by the Institution. The architecture of the website should make it possible to easily and intuitively access information on the various institutions' information products and services. The website has to provide the one-stop-shop for accessing information on the relevant project and be flexible and scalable in order to allow easy integration additional services at a later stage.
The technological platform to be used will be provided by a development partner, based on widely available software and will be hardware independent. In addition it should provide the following basic features:
* Provide a dynamic content management system which includes the functionality of automated archiving and easy access to old content
* Provide powerful user tracking tools and mechanisms
* Support the implementation of multiple database-driven services
* Provide an integrated and powerful search engine
* Querying time should be performed in real time
* Provide enhanced security for protecting and regulating access to sensitive information stored in the database
c. Content Development
The website is expected to ensure that content on the website content will always be consistent, up to date and web friendly. A content management software will be used to manage information which will be posted on the websites, and the specialist is expected to develop a plan for both the initial loading of content and its ongoing updating, and governance.
d. Maintenance
One of the major challenges of running a website is the maintenance for both the platform and the content. Maintenance has to be part of the work offered by the specialist. The candidate should indicate how the content will be updated and how further enhancements of the product functionalities will be implemented.
e. Training
The specialist will have to train relevant Institutional staff to use the technological platform so as to be able to update the website themselves and implement minor maintenance tasks. This will ensure ownership and knowledge transfer which is the only sustainable way of keeping the website alive.
4. Hosting options
It is envisioned that the website shall be hosted on the RDB's platform; thus, the specialist will be expected to work closely with RDB's technical team and the Regional ICT working Group.
5. Development methodology
A development methodology will be prepared by the specialist to outline the process that will be put in place to make sure that all the project's needs and requirements are adequately captured and included in the website.
6. Deliverables
6.1. Dynamic, user friendly website designed to government standards
Both internal and external websites must be designed using dynamic website development technologies to allow implementation of database driven services. In compliance with RDB guidelines for development of websites, the specialist must follow them in terms of lay out, graphic design and the overall development lifecycle, including content development and maintenance.
6.2. Content for the websites and use of a content management system (TYP03)
Content development is part of the consultant's responsibility. but it is anticipated that an additional resources will assist in the collection of content from the four countries. Together with other teams working on the development of the website, this consultant will 'collect raw content in various formats from the beneficiary institutions, process it and publish it in a web friendly, multimedia format. To facilitate the work of updating and maintaining the websites, an advanced content management system may need to beused.
6.3. Maintenance plan
The specialist will elaborate a plan to maintain the websites, which involves the staff of the beneficiary institutions of the project. The plan should explain how the process of updating the website would be handled by the institution and how extensive changes will be managed over-time.
6.4. Training and documentation
The specialist will provide training to the relevant staff from the Regional ICT Working Group and other project members, to make sure that the technologies that will have been used to develop the websites are transferred and the capacity to use them is built.
7. Reporting Structure
The specialist will report to the Director General of the National Reference Laboratory in Rwanda and the coordinator of eHealth, Ministry of Health, Rwanda. In addition, the consultant will work closely with. other webmasters at the RDB, the Head of the IT department of the Ministry of Health, and the staff of the Regional ICT Working Group.
8. Timeframe
The specialist will have three (3) months from signing the contract to develop the prototype for the Website and populate it with content. Thereafter, the website design will be approved and the specialist will be engaged to continue web development and to ensure that content is continually updated. The consultancy is expected to last one year, with a possible renewal.
9. Qualifications
The specialists are required to submit their profile which provides a clear demonstration of their relevant experience in all work areas concerned with the execution of this exercise. In particular, they are expected to provide evidence with similar websites that they have developed.
In particular, the specialist sought to undertake this assignment should have proven experience in the following:
* Bachelor's Degree in computer science with specialization in website management.
* At least of 5 years in website design, develop and content management
* Strong knowledge in graphic design and implementation of information-rich, user-friendly and large websites
* Knowledge of Content management software (CMS, including experience with both commercial and Open Source systems
* Strong writing and editing skills
* Must possess working knowledge of Web development- programming languages (such as JAVA, PHP, perl, ASP, Python, JSP etc.).
* Photographic manipulation, digital painting. Digital audio and video experience highly desirable
