Organizational Setting | |
UNFPA co-leads in several HIV prevention Priority Areas of the Joint UNAIDS Outcome Framework including Sexual Transmission; young People; women, girls and SGBV; and MSMs, sex workers and transgender people; UNFPA is also a partner in the other 7 Outcome Framework Priority Areas especially Prevention of Mother to Child Transmission, Removal of Punitive Laws and social protection. UNFPA’s other priority areas include integration of sexual and reproductive health and HIV prevention programmes at multiple levels; comprehensive condom programming and HIV prevention in humanitarian and emergency situations. UNFPA, therefore, has the responsibility to co-convene and scale up a coordinated, evidence-based response on HIV prevention within the UN system. To be effective in this leadership role, UNFPA needs to strengthen its capacity in the Swaziland Country Office in the short term. The Technical Specialist-HIV prevention and Integration contributes to the co-ordination and management of the quality, timely and integrated programme and technical support to national institutions, ensuring that UNFPA program is implemented in the context of the ICPD Programme of Action and UNFPA Strategic Plan while ensuring that HIV prevention issues are firmly placed within national development processes and Strategic National Frameworks. The Technical Specialist will be fully charged in building national capacity to implement the bold results established for the priority outcome areas outlined above. Under the overall guidance and direct supervision of the Representative, the Technical Specialist-HIV Prevention and Integration will be expected to deliver the following results: • Effective co-ordination and delivery of country programme support; • Programme assessment and support to Common Country programming processes; • Advocacy and positioning of the ICPD in policy dialogue; • Support to resource mobilization efforts by country-offices and at the regional level; • Support to Policy and Programme Development and Implementation • Capacity Development; • Knowledge Development, Sharing and Management; • Technical Representation and Improved Coordination ----------------------------------------------------------------------------------------------- | |
Main Tasks & Responsibilties | |
A. Support to Policy and Programme Development and Implementation – ensure the provision of integrated programme and technical support to national institutions. • Co-ordinate the planning and delivery of integrated programme and technical support and advice to the national institutions in programming processes for HIV prevention; • Assist the Country Office in identifying co-financing opportunities; liaise with donors at the country and regional level; liaise with Resource Mobilization Branch on the issues of resource mobilization and donor reporting, review and comment as necessary on co-financing Agreements, proposals and reports to ensure quality and compliance with UNFPA procedures and donor requirements; • Participate in policy dialogue to further the advancement of ICPD/PA through national policies and programming frameworks; • Support the Country Office and partners in the development and implementation of results-based indicators, monitoring and evaluation plans and necessary follow-up • Identify and provide advice on UNFPA’s comparative substantive role in HIV prevention and specific contribution in the changing development agenda; • Contribute to the management of the Country Programme • Build capacity for national systems on integration of Reproductive Health and HIV/AIDS, B. Capacity development – Ensures an open exchange of state-of-the-art programmatic innovations in partnership with ARO/SRO, UNAIDS Co-sponsors, national partners and civil society: • Provide technical support to the development and implementation of national HIV prevention policies, strategies frameworks and programs. • Identify capacity building needs of the country office, government institutions and civil society and follow-up through organization of capacity building activities; Coordinate with other UN agencies, the provision of technical and programme assistance in the country and capacity development initiatives. • Organize capacity-building for Joint UN Teams on AIDS programme/technical managers on policy and programme support to HIV/AIDS • Maintain and foster national partnerships on HIV prevention for advancing state-of-the-art knowledge C. Knowledge development and management – ensure an open exchange of best practices and lessons learnt in partnership with ARO/SRO and UNAIDS Co-sponsors: • Support and assist the Country Office to identify opportunities or lessons learnt/best practices on HIV prevention • Consolidate the Country Office documentation on lessons learnt/best practices and ensure that these are incorporated into the UNFPA knowledge sharing system, including developing and updating country profiles of assigned countries; • Scan the national environment and maintain feedback loops on technical issues with the Technical Division, Programme Division, regional and national staff in order to identify substantive gaps and needs; • Assemble briefing and background materials in the HIV prevention for the Representative and other Country Office staff D. Technical representation and improved coordination • Provide leadership to the Joint UN Team on HIV/AIDS (JUNTA) on HIV Prevention • Represent the JUNTA on national coordination mechanisms related to HIV prevention. Qualifications and Experience | |
• Advanced University Degree or equivalent in public health, medicine, sociology, demography, population studies, gender, health education, behavioral sciences, international relations, international development, or other related field. • 7 years of increasingly responsible professional experience in the technical area, of which at least 3 years are at the international level; • Substantive knowledge and practical experience in population and development, sexual and reproductive health and HIV/AIDS, and gender programming; • Understanding of human rights, gender, and cultural dimensions of HIV and AIDS • Experience in programme and/or technical assistance within the UN System; • Strong communications and writing skills in English • Field experience is required. ----------------------------------------------------------------------------------------------- | |
