Global objective:
- Global objective of the assignment is to assist the Government of Kenya (GoK) in the development of a high quality and high relevant concept note to access additional resources under the European Development Fund A-Envelope allocation under the EU MDG initiative.
Specific objectives:
- Assist GoK in the conduct and documentation of the ACP-EU policy dialogue ( including document review and discussions with stakeholders) to arrive at:
an analysis where Kenya currently stands with regards to MDG. - Provide an assessment of strengths, weaknesses, credibility and capacity of the sector policies in place to improve MDG.
- Assess to what extent the challenges and bottlenecks were taken into account in the formulation of the first MTP 2008-2012, and in the draft second MTP
- Analyse – on the basis of available documents – the impact of the (global) financial crisis with regards to Kenya’s progress towards reaching MDGs by 2015; and, based on the above
- Propose one or two EU-funded interventions per sector, taking into account the factors listed above, that could increase Kenya’s chances to reach MDG.
Requirements: No 1: Public Health Specialist and team leader:
- Expert No 1 must have at least 10 years of post-graduate professional experience in Sub-Saharan Africa that include advising Governments and development partners on public health policies as well as on the design and implementation of support programmes in the areas of public health and the implementation of health services.
- The expert must have a Masters degree in medicine, public health or a related discipline. The expert must be fluent in written and oral English, and must be an excellent communicator. Experience of designing and implementing development programmes and projects is essential. The expert must be familiar with the Millennium Development Goals.
- The Team Leader is responsible for the coordination of the expert team; assuring the coherence of thematic input for the overall final report; organization of stakeholder consultations and workshops; drafting, revision and elaboration of the final report.
Requirements for the team:
- Previous experience with the identification and formulation of EU/EDF programmes/projects, as well as knowledge of EU/EDF procedures is required.
- Experience in Social protection is an advantage.
