The mission of the Gates Foundation's Global Health Program (GHP) is to help ensure that lifesaving advances in health are created and shared with those who need them most. To date, we have committed nearly $10 billion in global health grants to organizations worldwide. The focus of our grants is to:
* Discover new insights to fight serious diseases and other health problems affecting developing countries.
* Develop effective and affordable vaccines, medicines, and other health tools.
* Deliver proven health solutions in developing countries.
* Advocate for more and better resources and policies to support the introduction and uptake of new and existing health technologies.
The Senior Program Officer will take a leadership role in the implementation of State-wide public health programme initiatives for the foundation in the state of Bihar,India. The SPO will negotiate and facilitate the implementation of a variety of public health improvement initiatives in keeping with the foundation's key areas of focus. The role will require development of close relationships with State-level government leaders as well as other influencers and donors. This position will lead and oversee the impact of grant making which cuts across a number of the foundation's primary areas of focus.
Responsibilities:
Relationship Management
* Leverage knowledge of State level government structures, working protocols, decision-making styles to identify influencers who can partner with the foundation to develop and implement programmes that will positively impact public health.
* Apply deep and up to date knowledge of State-level public health initiatives, budget and policies to be able to take advantage of emerging opportunities to influence, partner with or provide assistance to impact public health.
* Develop and sustain relationships with government agents and agencies, as well as donors in order to evangelise the foundation's targeted areas of public health impact and to ensure the sustainable focus and improvement.
* Develop strong and collaborative relationships with SPT's throughout Global Health and Global Development in order to leverage opportunities to increase public health impact through consolidated grant making activities.
Grants and contracts management
* Conceptualize and articulate strategies for refining, researching or assessing promising areas for reducing public health issues at the State level.
* Manage partnerships and relationships to achieve desired impact of grants, for example by conducting site visits, convening meetings of key stakeholders, and by developing and managing monitoring and evaluation components for grants.
* Make critical contributions to effective grant implementation by managing and solving complex, and/or large technical challenges.
* Manage a substantial portfolio of grants and contracts in vaccine implementation and policy development.
* Collaborate with team members to manage internal grant processes, portfolio progress, and grant budget planning and reporting.
Change agent functions
* Lead, participate in and promote conferences and convenings that provide opportunities for shaping the improvement of public health at the State level.
* Evangelise cross-program and cross-foundation grant making opportunities by developing a deep understanding of the variety and breadth of the foundation's primary areas of focus globally.
* Seek and actively leverage opportunities to disseminate knowledge, key learnings and products developed in the course of State-level programme implementations.
We are looking for an individual, with deep expertise and direct experience in influencing public health policy at the Indian State level. The ideal candidate will have worked at the State level and have demonstrated experience in and an appreciation for the complexities of implementing State-wide public health programmes.
* 10-15 years of experience influencing public health policies and/or public health programmes in India.
* Deep knowledge of Indian State government structures
* Experience in a global donor or funding agency is required.
* Experience in grant making is desirable.
* Experience in a role requiring collaboration in complex internal and external organizations, as well as a demonstrated ability to work with efficiency and diplomacy, flexibility and a sense of humor, particularly as part of a team effort.
* History of involvement and commitment to public health issues of the poor.
* Ability to travel to remote, rural and under-served regions of India up to 30%.
