Post Title: Senior Policy Analyst, EFA Global Monitoring Report
Duty station: Paris
Duration: 1 year, renewable to end of 2012, with possibility for extension
The annual Education for All Global Monitoring Report (GMR) is the world¡¦s foremost publication on basic education. It monitors progress towards the Education for All (EFA) goals agreed at the World Education Forum in Dakar (Senegal) in 2000, identifies promising education policies, and reports on progress and methods.
The GMR is seeking to recruit a Senior Policy Analyst. The successful candidate will be primarily responsible for managing the section of the Report monitoring progress towards the six Education for All goals.
Duties
Under the supervision of the Director of the EFA Global Monitoring Report, he/she will:
* Contribute to the overall development of the Global Monitoring Report
* Develop innovative ideas and methodologies for the monitoring section of the Report
* Undertake relevant statistical and analytic work on a wide range of issues
* Draft chapters of the Report and oversee the drafting of other chapters
* Directly manage research team members and provide supervision
* Commission and managers external researchers in agreed areas
* Stay in touch with relevant developments in the economics of education
* Represent the Global Monitoring Report in public events and fora
* Such other tasks as the Director shall determine
Profile
The successful candidate will have substantial experience of research on international education and a proven track-record in publications. Over and above areas of special interest s/he will have a broad general understanding of a wide range of public policy issues in education. The successful candidate will also have demonstrated an ability to write for specialist and non specialist audiences.
In particular, s/he will have:
* PhD (in exceptional cases a Master¡¦s Degree with relevant experience may be considered) in education, the social sciences, or other related field
* Minimum of 10 years work experience of research on international education, including quantitative data analysis
* Ability to work to deadlines with minimal supervision and in a self-motivated manner
* Ability to manage policy analysts, researchers and consultants
* Excellent oral and written communication skills
* Excellent knowledge of English, good knowledge of French and or Spanish is an asset.
Remuneration
UNESCO salaries are calculated in US dollars. They consist of a basic salary and a post adjustment which reflects the cost of living in a particular duty station and exchange rates. It corresponds to an estimated annual salary of approximately 145,245 USD with dependant and 134,892 USD without dependant.
