The Decentralization Strengthening (DS) Team provides the technical leadership necessary to improve the governance and management of Districts and Sub-county administrations. Working with and through District Chief Administrative Officers, LC5 and LC3 officials, the DS Team will assist in developing the technical tools necessary to improve and sustain service delivery in health and other social sectors initially through enhancing the districts' overall capacity to execute downwardly accountable and results oriented coordination, planning , and budgeting. At the same time the Team will work with Districts to improve their financial management, human resource management, information management and monitoring and evaluation systems to sustain new and innovative approaches to service delivery. At the central level, these responsibilities will be carried out in coordination with USAID national level Implementing Partners (IPs), the Ministries of Local Government, Finance, Health, Gender as well as other LG support organizations. At the regional level, these responsibilities will be carried out through and with local governments and district based implementing partners.

• Provide daily monitoring of TA in Districts and coordination with implementing partners.
• Maintain the regional quality control program, reviewing all TA to ensure it aligns with SDS objectives.
• Manage the day to day responsibilities required to support the integration of the regional level IPs technical assistance activities with SDS TA Strategy and Plan.
• Assist the overall Decentralization Team
• adapt existing District Resource Management Reference Manual (DRMRM).
• Coordinate trainings and staff development programs to ensure SDS TA Strategy Objectives can be carried out by SDS staff at the central and regional level.
• Provide input to all reports and work plans as required by the DS Regional Team Leader.
• Document and maintain a regional library of lessons learned from districts TA outcomes.

Job requirement
Academic Qualifications
Bachelors Degree and 5 years of experience in public administration, finance, organizational development and community development.
Other Qualifications
• Understand and some experience strengthening decentralization for promotion improvements in local government governance, management and system strengthening.
• Expertise and demonstrated ability to provide TA in at least one of the following areas: coordination, planning, budgeting, human resource management, leadership & governance, monitoring & evaluation, management information systems, financial management and procurement.
• Excellent organizational and analytical skills.
• Ability to prepare and present reports, presentations and other products in English.
• Ability to use data, Word, PowerPoint, and Excel software.
