Role and Responsibilities
To provide leadership, strategic direction, management and evaluation of all aspects of Medair’s projects in West Darfur, including security and staff support.
Project Overview
A relief response to the needs of approx 324,000 IDPs, refugees, nomads and host population in West Darfur state: providing PHC, reproductive health, health education & hygiene promotion, improved water quality & access, and support of latrine construction. Some work is in El Geneina town; however most is in rural locations.

Key activity areas
Project Management
• Responsible for the overall implementation of Medair’s project(s) in West Darfur in consultation with the Health Advisor and WASH Advisor. • Develop, in consultation, an implementation strategy which is appropriate to Country Strategy and the country context. • Set clear objectives and indicators for project activities in West Darfur’s projects.
Financial Management
• Ensure proper management and controls of all financial aspects of Medair’s activities in West Darfur, in line with HQ, SDN and donor guidelines. • Specifically monitor all IRS training and support budget lines.
Staff Management
• Oversee all personnel related issues within the West Darfur programme. • Line management of international staff. • Overall responsibility for the general well-being of all staff and team structures.
Administration / Communication
• Liaise and develop respectful relationships with other NGOs / UN agencies / UNAMID / government bodies as needed. • Where appropriate, represent Medair and INGO views in relevant high level committees.
Security Management
• Ensure appropriate security procedures and guidelines are in place and observed in Medair’s West Darfur programme, and that suitable security awareness is maintained. • Together with the Security Officer, train and support Project Managers in security planning, management, implementation and monitoring of field-based operations.
Quality Management
• Promote and use Medair’s standardised processes. • Aim to adhere to Sphere standards, HAP principles and other relevant good practice.
Qualifications
• University degree and or relevant professional experience • Relevant qualification in relief or development
Experience / Competencies
• 3 years progressively senior field management experience in relief and rehabilitation projects in insecure environments • Significant experience in security management in volatile environments • Advanced project and people management skills • Good report and proposal writing skills • Advanced planning, assessment and analytical skills • Good negotiation skills, especially in the context of another culture • Committed to consultative and servant leadership • Able to develop and support other team members and national staff • Capacity to give spiritual support • Able to live, work and travel in an insecure environment, following strict security guidelines at all times • Able to work effectively in a wide variety of situations and comfortable with constant change • Ability and flexibility to understand the cultural and political environment
Medair standard working requirements for the field
• Committed to Medair values • Reflect the vision and values of Medair when interacting with team members, local staff, beneficiaries and external contacts • At least one year of professional experience in a relevant field (more experience preferred) • Minimum 3 months inter-cultural overseas experience • Single, or married (without dependent children) • Strong English communication skills (oral and written) • Familiar with Office Word, Excel, PowerPoint and Outlook • Able to live and work with a multicultural team under difficult conditions • Strong character traits, including emotional stability, adaptability, ability to handle stress, cultural and gender sensitivity, honesty, and physically fit • Successful completion of Medair Relief & Rehabilitation Orientation Course (ROC)

Working Conditions
• El Geneina is a remote town in West Darfur, without continuous running water or electricity. Movements, even within town, can be quite restricted, depending on level of insecurity. • Living conditions on field trips are more basic. • Darfur is in a situation of complex and dynamic insecurity. Medair’s security strategy is built around “acceptance” by local actors and a constant awareness of the security situation is essential. • Medair’s programme strategy is increasingly evolving into forms of remote support and, with portions of the project outsourced to commercial contractors and local NGOs. This requires expatriate staff to increasingly focus on good management, training and capacity building of national staff.
