Background
The United Nations Framework Convention on Climate Change (UNFCCC) is the focus of the political process to address Climate Change. The Convention secretariat supports the Convention and its Kyoto Protocol by a range of activities, including substantive and organizational support to meetings of the Parties.
The Sustainable Development Mechanisms (SDM) Programme supports the implementation of the Kyoto Protocol mechanisms, the Clean Development Mechanism (CDM) and Joint Implementation (JI). he Process Management unit coordinates the implementation of work programmes of constituted bodies and their panels and working groups and SDM inputs to, and support of, intergovernmental bodies.
Responsibilities
Under the general guidance of the Coordinator of CDM sub-programme and the direct supervision of the PMU Manager of the Sustainable Development Mechanisms Programme, the incumbent will be responsible for the effective and efficient management of the organisation of panels and working groups in the areas of base line setting, methodology and accreditation, including analysing, reviewing and implementing best practices with regard to the organization of these meetings and ensuring that mandates on methodological and accreditation issues are implemented correctly. In particular, the incumbent:
1. Plans, organizes and coordinates the support, both logistical and substantive, for the various and numerous technical meetings of the Methodologies Panel (MP), Small-scale Working Group (SSC WG), Afforestation and Reforestation Working Group (A/R WG) and the CDM and JI Accreditation Panels (CDM-AP, JI-AP); reviews, appraises and implements best practices.
2. Ascertains timely delivery of high quality reports and any other outputs from the MP, SSC WG, A/R WG, CDM-AP and JI-AP to the CDM Executive Board (CDM EB) and Joint Implementation Supervisory Committee (JISC);
3. Leads the substantive servicing to the Chairs of the MP, SSC WG, A/R WG, CDM-AP and JI-AP during meetings;
4. Supervises the processing of applications for CDM and JI accreditation;
5. Monitors the implementation of CMP/CDM EB/JISC mandates on methodological and accreditation issues, and undertakes necessary corrective action to ensure that mandates are reflected in the work plans of the respective panels and working groups.
Requirements
· Advanced university degree in natural science, forestry engineering , agriculture, environmental studies, economics or law. A combination of relevant academic qualifications and extensive experience may be accepted in lieu of the advanced degree.
· At least seven (7) years relevant experience. At least three (3) years in an international environment.
· Work experience in project-based mechanisms, in particular clean development mechanism under the Kyoto Protocol.
· Management and coordination skills; excellent computer skills (Microsoft Office, email, internet); excellent drafting skills
· Fluency in English with excellent drafting skills. Knowledge of another UN language an asset.
