The position contributes to FPMG’s portfolio growth and building capacity of WV’s field staff using a Programme Development Approach delivered through three methodologies a) Proposal Review (PR); b) Programme Development Support (PDS), and c) Technical Assistance Proposals (TAPs). This primarily relates to the development and promotion of appropriate tools such as the Sustainable Livelihoods Approach and Logical Framework Approach, among others, for designing, assessing and evaluating food resourced programs, documenting and disseminating learning and best practices.
KEY RESPONSIBILITIES:
The position also supports various capacity building initiatives aimed at imparting skills and knowledge to food programming staff in order to enhance the quality of food programme designs and management.
- Portfolio Growth : Donor/Stakeholder Engagement
- Engage various stakeholders to explore opportunities for portfolio growth. These stakeholders include FPMG, SOs, ROs, NOs and Donors
- Review and provide a global understanding of donor issues including respective global and in-country donor strategies
- Provide messaging for donor engagement.
- Programme Development
- Proposal Review (PR)
- Support Food Programming Advisors (FPAs) and National Offices (NOs) in the identification and conceptualisation of new food projects
- Review selected food-resourced Programmes/Project Proposals for alignment with assessments prior to submission to donors (criteria to include alignment with national strategy, Do No Harm; adequate budget/match for Monitoring & Evaluations and staff capacity).
- Utilise the LEAP guidelines, Proposal Review Checklist, and Indicator Guidelines to review proposals with intent to win
- Provide support for LEAP alignment and thematic coherence in new project designs or re-designs.
- Programme Development Support (PDS)
- Focusing on a theme such as school feeding, cash transfers or general food distribution, facilitate the acquisition of skills and knowledge by programme staff for improved and effective food project/programme design, implementation and management
- Assist food programme staff in the preparation of a fine draft of a comprehensive and strong food project/programme proposal.
- Technical Assistance Proposals (TAP)
- Provide strategic programming advice and insights for developmental and relief food programmes and projects.
- Provide technical support at field level, including assistance with project design, proposal writing, budgeting, the integration of food with other resources, and alignment with Partnership standards and policies.
- Increase World Vision’s analytical capacity to influence food programming, policy and advocacy issues
- Assist in building the capacity of food programming staff to meet established standards through on-the-job training, workshops, conferences, and any other appropriate methods.
- Collaborate and coordinate with relief entities in different regions in the design and implementation of the food aspects of relief programmes, including early warning, preparedness mitigation and the actual response.
- Lead, participate in, or facilitate field assessments, surveys and evaluations for program design.
- Manage food program related assessment and evaluation consultancies and/or studies: assist food programs with preparation or Terms of Reference (TOR); survey and/or study designs and scopes of work; conduct market analyses, impact evaluations and other studies, as needed.
- Harmonise approach to evaluation and set standards, tools and protocols for food resource programs and share findings with the larger partnership.
- Support the promotion of documentation and learning on food programming across the WV partnership.
KNOWLEDGE, SKILLS & ABILITIES:
- A postgraduate degree (MSc/MA) in social science, international studies, public administration, agricultural economics or other relevant field preferably; or the equivalent combination of education and experience in a related area.
- Must be willing to travel up to 50% of the year and have a flexible view to living conditions.
- Fluency in English is essential. A second language like French, Portuguese or Spanish, will be an advantage.
PREFERRED: - Ability to communicate on food aid topics with diverse groups: farmers
