PURPOSE OF POSITION
To act as a team leader and to provide management guidance and support for World Vision’s Field Office in South Darfur. This office is far removed from where the WVNS HQ is located and thus requires solid management and programming capacities to provide leadership of the Darfur program. This program is very big in staff capacity, finance, and assets (more than 300 staff and up to 70% of WVN’s annual budget).
Program Management
- Represent WVNS in South Darfur to provide overall guidance and support to the WVNS team based in South Darfur
- Directly manage the Area Coordinators to ensure smooth implementation of all WV Programs in South Darfur in accordance with the overall
- WV Northern Sudan country strategy, Operations Plan, policies, procedures and objectives.
- Together with the program quality department, lead the review of and design of Darfur-level strategy, and sectoral strategies based on which programming is designed and implemented.
- Ensure that all sectoral programs are closely integrated and that all programs receive adequate planning and monitoring.
- Liaise with the program quality Director on the management of the Sectoral Specialist Teams
- Participate in the assessment of community needs and resources in South Darfur.
- Provide direction for the preparation of project proposals and budgets, seeking to diversify funding and other resources.
- Maintain an ongoing familiarity with the requirements and compliance procedures of current and new program donors.
- Lead monitoring and evaluation as per donor regulation on the impact of project interventions on the beneficiary population at least once a year.
- Maintain team spirit and ensure welfare of WV staff in South Darfur
- Work closely with the Operations Director and Program Director in ensuring the smooth functioning of the South Darfur program
- Attend Khartoum SLT meeting where possible
- Adopt a participative and achievement oriented management style
- Consult, listen and use suggestions from team members in decision making,

- Maintain good working relationships with local authorities and community leaders, without compromising the independence of WVNS and its non-governmental role.
Reporting
- Prepare annual, quarterly and monthly reports as required for the Operations and Program Directors WVNS, Support Offices, the WV International Office, donors etc. Solicit input from Sector Managers and Program Officers.
Communication
- Manage public relations for Field Office in South Darfur, including arranging schedules for visitors and media groups, transport, lodging, arranging of appointments and orientation to projects.
- When appropriate, keep the Communications Officer informed of media opportunities and coordinate
- Work with the Program Director in Khartoum to support the Nyala Communications team to deliver appropriate communication services to the program and to ensure adherence to WV Communications standards
Finance
- Work with the Finance Director in Khartoum to support the Nyala Finance team to deliver appropriate financial services to the field team and to ensure accountability according to WV Finance standards
Human Resources
- Work with the HR/HR Director in Khartoum to support the Nyala HR team to deliver appropriate HR services to the field team and to ensure the application of policies and procedures that follow WV HR standards
Administration and Logistics
- Manage the Nyala Administration and Logistics team to deliver appropriate services to the field team and to ensure accountability according to WV procurement and financial control standards
Information Technology
- Work with the IT Manager in Khartoum to support the Nyala IT team to deliver appropriate IT services to the field team and to ensure the application of policies and procedures that follow WV IT standards
Security
- Work with Security Officer to ensure WV staff comply with security protocols and work in as secure environment as practical
- Work with the Program Director in Khartoum to support the Nyala Security team to deliver appropriate security advice and communication services to the field team and to ensure adherence to WV security standards
KNOWLEDGE, SKILLS AND ABILITIES
REQUIRED:
- Education:
- A degree in development or related field
- More that 5 years field experience with NGOs in developing countries, mainly in difficult contexts
- Experience in working in relief situations in a leadership position
- World Vision experience would be highly regarded.
- Project management experience (including staffing and financial management).
- Experience in project design, implementation, monitoring, evaluation and reporting writing.
- Excellent interpersonal, organizational and time management skills.
- Excellent English communication skills (oral and written).
- Strong detail orientation
- Thorough knowledge of MS Office and Lotus Notes.
- Good understanding of World Vision and Sphere relief standards.
- Knowledge of and adherence to the Red Cross and NGO Code of Conduct
- Cross-cultural sensitivity, flexible worldview, emotional maturity and physical stamina.
- Demonstrated capacity to function well in a team and contribute effectively to team efforts.
- Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environments and physical conditions with limited resources.
