Background
Malaria Consortium (MC) is a British registered charity (www.malariaconsortium.org) specialising in communicable disease control programmes. In Southern Sudan MC provides support to the Ministry of Health (MoH) of the Government of South Sudan (GoSS). This includes high level technical support for the development of policies, guidelines, and strategies. In the past year we have also begun implementation of community based programmes focussing on controlling key childhood illnesses. Our current programmes are focussed on control of malaria, Neglected Tropical Diseases (NTDs), pneumonia and diarrhoea. All our programmes have elements of health systems strengthening (HSS).
The Operations Coordinator will coordinate the Human Resources, Logistics and Administration functions of Malaria Consortium in South Sudan and ensure full operational support is provided to the programmes implemented by the organisation in the country. The Operations Coordinator is a member of the Country Management Team; he/she will work closely with the other members of the Country Management Team to achieve the programme�s objectives. This position reports to the Southern Sudan Country Director and will be based in Juba with significant travel within Southern Sudan.
The successful candidate would be responsible for the following:
� Human Resources
- Provide managerial oversight of the Human Resource function.
- Support the department to ensure sound systems, policies and procedures are formulated and implemented.
- Foster a motivating work environment.
� Logistics (through the Logistics Manager)
- Provide managerial oversight of the Logistics function and support the Logistics Manager in the implementation of systems and procedures.
- Procurement: ensure an efficient and transparent procurement system is in place and adhered to in line with Malaria Consortium guidelines and procedures.
- Manage the organisation�s premises (offices and accommodations) and assets in the country.
� Security
- Assist the Country Director in managing the security of the organisation�s staff and assets in accordance with the organisation�s Security Policy and develop, review and implement security plans and procedures in the country.
- Be the security focal point for the organisation in the country and ensure security incidents are followed, addressed and reported appropriately.
� Administration & General Coordination
- Maintain regular contact with field offices to ensure issues and concerns are identified and resolved early.
- Ensure that field sites are regularly offered support visits.
- Closely liaise with the Finance function to ensure that crossover procedures and tasks (asset management, procurement) are carried out appropriately and in line with Malaria Consortium policies and that finance transactions are processed in an accurate and timely manner.
- Oversee all project and staff travel activities including national and international transportation, visas and hotels.
- Provide an effective and efficient IT service to the organisation ensuring that IT systems and staff computers are functioning efficiently and those problems are resolved promptly and properly.
Person specification
- Relevant degree in management, logistics, HR or administration.
- At least five years management experience.
- Significant experience with an international NGO or similar, with focus on logistics, HR or administration.
- Experience of working in insecure locations and managing security.
- Conversant with Microsoft systems and packages (Windows, Office, Outlook).
- Good financial, budgetary and excel skills.
- Good experience in working in various donors environment.
- Patience and a sense of humour.

Security situation in country:
Please note that Southern Sudan is a post-conflict setting with recurring localized insecurity. To date the insecurity is primarily inter-ethnic and inter-clan fighting often related to cattle and other resources. This does not generally target expatriate or NGO staff but does have potential to disrupt programming and occasionally leads to the need to relocate staff. While Malaria Consortium takes all reasonable measures to ensure the safety of its staff interested candidates must be aware and willing to work in such a context. Given this context all Malaria Consortium positions in Southern Sudan are unaccompanied postings.
Contract duration: 12-months (with option of renewal subject to performance)
