Nutrition Cluster Coordination Consultant

Title UNICEF Nutrition cluster coordinator for Somali region
Purpose On behalf of UNICEF as the lead agency for the IASC Nutrition cluster and in collaboration with the State Authorities, the UNICEF Nutrition cluster coordinator will facilitate a timely and effective nutrition response in Somali region and ensure that the capacity of regional and local institutions is strengthened to respond to and coordinate emergency nutrition interventions that demonstrate results and impact achieved.

Background
There is growing concern about the food security situation in the coming months in seven of the nine zones of Somali region, due to the poor performance of the pastoral and agro pastoral rains.

According to Somali region Disaster Prevention and Preparedness Bureau (DPPB), Degehabur, Fik, Korahe, Warder, Gode, Liban and Afder zones reported that the October to December rains had performed poorly. As a result severe water shortage has been reported in these areas as early as November 2010. People have started moving to areas with sustainable water sources leading to pressure in some areas on water sources and failure of some boreholes. The situation is expected to deteriorate in the following months as the next rains are not expected before April 2011. In light of this situation, the Somali Regional Government released a drought emergency contingency plan at the end of December. Accordingly, 153 water trucks in 46 districts are required to provide emergency water distributions (live savings interventions) until March 2011, costing Birr 38.5 million (approximately $2.32 million). DPPB and partners have been providing emergency water supply with water trucks in the most affected districts since November 2010. The humanitarian needs are expected to increase as the dry season progresses with the likelihood of a major drought situation if the next belg/ gu rains fail or experience delayed onset as is widely forecasted.

The nutrition situation is expected to deteriorate rapidly in the following months, especially if the next rains, expected in April are not sufficient to restore a normal situation.

Based on the December 2010 Therapeutic Feeding admissions and considering a 5% increase per month in the next 6 months (April to September), the ENCU projected 7,170 children to be affected by Severe Acute Malnutrition in the drought affected woredas of Somali region.

Additionally, the estimated number of affected children by severe acute malnutrition for the period October to December 2011 is 11,920.
Justification
In Ethiopia, UNICEF is the UN nutrition cluster lead and is supporting the Government nutrition cluster lead based in the Emergency Nutrition Coordination Unit (ENCU) in the Disaster Risk Management & Food Security Sector (DRMFSS) of the Ministry of Agriculture.

There is also a regional ENCU based in Jijiga for the Somali region. The UNICEF emergency nutrition coordinator will support the Somali R-ENCU and the UNICEF Somali nutrition team leading the Nutrition cluster.

In light of the complex environment in the region, including security and access problems and growing number of humanitarian actors to respond to the drought, there is a need to support the existing capacity to ensure the fulfilment of the Nutrition cluster role and responsibilities.

The UNICEF Nutrition cluster coordinator will build the capacity of the R-ENCU team ensuring that the minimum international humanitarian standards are met in response to the nutrition emergency prevailing this year in the region.


Specific Tasks
The UNICEF Nutrition cluster coordinator’s major tasks and responsibilities will include but not be limited to:

1. Support the R-ENCU in the identification and mobilisation of key partners
• Identify and mobilise key humanitarian partners for the cluster, respecting their respective mandates and program priorities
• Identify other key partners including local and national authorities
• Closely work with President’s Humanitarian Advisor, the Regional ENCU and the Regional Health Bureau and the relevant sectors to ensure multi-sectoral collaboration in emergency nutrition response
• Carry-out capacity mapping of all current and potential actors – government, national and international humanitarian organizations as well as national institutions, the private sector and market assess to materials and services



2. Support the R-ENCU to strengthen and maintenance of existing/ appropriate humanitarian coordination mechanisms
• Ensure appropriate coordination between all Nutrition humanitarian partners (including national and international NGOs, and other international organisations active in the sector) as well as national authorities and local structures
• Ensure clear linkage between the regional humanitarian coordination meeting led by the president’s office for advocacy in filling the gaps, if any, in response and information sharing with MANTF on the policy directions
• Strengthen and maintain the existing Multi-Agency Nutrition Task force (MANTF) including the coordination at zonal level (Kebridehar and Gode). Ensure full integration of the IACS’s agreed priority cross-cutting issues, namely human rights, HIV/AIDS, age, gender and environment, utilisation participatory and community-based approaches. In line with this, promote gender equality by ensuring that the needs, contributions and capacities of women and girls as well as men and boys are addressed
• Secure commitments from cluster participants in responding to needs and filling gaps, ensuring an appropriate distribution of responsibilities within the cluster, with clearly defined focal points for specific issues where necessary
• Ensure that participants work collectively, ensuring the complementarities of the various stake holder’s actions
• Promote emergency response actions while at the same time considering the need for early recovery planning as well as prevention and risk reduction concerns
• Ensure effective links with other clusters (with OCHA support), especially Health, Agriculture and WASH
• Represent the interests of the cluster in discussions with regional DPPB and RHB on prioritization, resource mobilisation and advocacy
• Act as focal point for inquiries on the cluster’s response plans and operations

3. Support the R-ENCU for planning and strategy development
Ensure predictable action within the cluster for the following:
• Identification of gaps;
• Developing/ updating agreed response strategies and action plans for the cluster and ensuring that these are adequately reflected in the overall country strategies, such as the humanitarian requirement document/ regional contingency plans
• Drawing lessons learned from past activities and revising strategies and action plans accordingly

4. Support the R-ENCU ensuring application of standards, guidelines and protocols
• Ensure that nutrition cluster partners in the region are aware of relevant policy guidelines, technical standards and relevant commitments that the Government/ concerned authorities have undertaken under international human rights law
• Ensure that responses are in line with existing policy guidance, technical standards, and relevant Government human rights legal obligations

5. Support the R-ENCU monitoring and reporting
• Specifically needs to include an analytical interpretation of best available information in order to benchmark progress of the emergency response over time. That is - monitoring indicators (quantity, quality, coverage, continuity and cost) of service delivery which are derived from working towards meeting standards (mentioned in point 4)
• Ensure regular reporting against cluster indicators of service delivery (quantity, quality, coverage, continuity and cost) supports analysis of cluster in closing gaps and measuring impact of interventions.
• Support the timely collection and analysis of relevant reports from mobile health teams and other relevant sources
• Support partners on identification of the right time and geographic area that need nutrition assessment; provide technical support in the planning and implementation of nutrition related assessments

6. Support R-ENCU for advocacy and resource mobilisation
• Identify core advocacy concerns, including resource requirements, and contribute key messages to broader advocacy initiatives of the Humanitarian Coordinators and other actors
• Advocate for donors to fund cluster participants to carry out priority activities in the sector concerned, while at the same time encouraging cluster participants to mobilise resources for their activities through the usual channels
• Link with the President’s humanitarian coordinator and the federal ENCU on nutrition related advocacy issues

7. Support R-ENCU training and capacity building of regional local authorities and civil society
• Promote and support training of humanitarian personnel and capacity building of humanitarian partners, based on the mapping and understanding of available capacity
• Support efforts to strengthen the capacity of the regional local authorities and civil society
• Support the R-ENCU staff capacity in undertaking the role of cluster coordination in the region

8. Support UNICEF acting as “Provider of last resort”
• Make the necessary recommendation for UNICEF to act as a provider of last resort when and where the situation is critical and there is no other actor able to respond in a timely manner


Methodology
The consultant will support the R-ENCU team and build their capacity to ensure the fulfillment of the Nutrition cluster role and responsibility. He/ she will support the UNICEF Nutrition team in Jijiga acting as provider of last resort.

He/ she will also be frequently travelling to the field to monitor the situation and quality of the response in the drought affected districts.

He/ she will closely link with the F-ENCU team and UNICEF Nutrition team in Addis Ababa to ensure correct and comprehensive information sharing and coordination between the regional and federal level.


Expected Deliverables
1. Bi-weekly updated Nutrition actors mapping (who is doing what where) in the form of table and map. Mapping should show area of intervention and coverage as well as gaps.
2. Minutes of bi-weekly nutrition coordination meetings (MANTF); minutes bi-weekly NGO/ UN nutrition cluster meeting and minutes of informal meetings with key actors. All minutes should include with clear follow-up action points.
3. Updated bi-weekly emergency nutrition response action plan.
4. Monthly report on partners’ capacity and application of standards, guidelines and protocols.
5. Bi-weekly woreda nutrition situation analysis against cluster indicators of service delivery.
6. Monthly report on advocacy and resource mobilisation.
7. Capacity building training of regional local authorities and civil society.
8. Monthly recommendation for UNICEF to act as a provider of last resort




Expected background and Experience
Education
Advanced University degree in any of the following fields: Public Health, Nutrition or a related technical field

Work Experience
Minimum of five years with significant experience working in emergency nutrition contexts preferably UN or NGO experience at programme management level

Language Proficiency
Fluency in English (verbal and writing) and another UN language preferred

• Knowledge of humanitarian reform principles, international humanitarian law, inter-connectedness and reform pillars & reform updates
• Knowledge of the cluster approach guidelines and Terms of Reference (and knowledge of how to apply them)
• Knowledge of cluster participants (their mandates, capacities, attitudes, limitations) and how to integrate them into the cluster approach
• Ability to mitigate and mediate conflict and disagreements among cluster partners
b) Function-Specific Technical Requirements
• Ability to use and adapt cluster coordination tools (e.g stakeholder mapping, NAF, CHAP, CERF, CAP, Flash Appeals, GAP ID, IM tools, Need-Capacity-Resource Mapping, Contingency planning etc.




General Conditions:
 The consultant will not be provided lodging and/or meals.
 The consultant will work from UNICEF Jijiga office, with frequent field visits.
 Pursuant to UN Staff Rule 203.9: “staff not normally residing in the mission area is entitled to DSA”.
 The consultant should provide his/her own laptop computer and mobile phone.
 UNICEF will provide access to Lotus and Internet
 Allowance will be given for the consultant to buy SIM card, e-video and monthly pre-paid.
 The consultant is authorized to have access to UNICEF transport.
 Payment will be made on monthly basis upon completion of deliverables.
 Flight costs from the consultant residence to Jijiga will be covered by UNICEF (cheapest ticket on economy fare).

Policy both parties should be aware of:
 Under the consultancy agreements, a month is defined as 21 working days, and fees are prorated accordingly. Consultants are not paid for weekends or public holidays.
 Consultants are not entitled to payment of overtime. All remuneration must be within the contract agreement.
 No contract may commence unless the contract is signed by both UNICEF and the consultant or Contractor.
 For international consultants outside the duty station, signed contracts must be sent by fax or email. Signed contract copy or written agreement must be received by the office before Travel Authorisation is issued.
 No consultant may travel without a signed travel authorisation prior to the commencement of the journey to the duty station.
 Unless authorised, UNICEF will buy the tickets of the consultant. In exceptional cases, the consultant may be authorised to buy their travel tickets and shall be reimbursed at the “most economical and direct route” but this must be agreed to beforehand.
 Consultants will not have supervisory responsibilities or authority on UNICEF budget.
 Consultant will be required to sign the Health statement for consultants/ Individual contractor prior to taking up the assignment, and to document that they have appropriate health insurance, including Medical Evacuation.
 The Form 'Designation, change or revocation of beneficiary' must be completed by the consultant upon arrival, at the HR Section.
