Project/Proposal Summary:
MSI was awarded a three-year contract with USAID/Sudan on a project named SUPPORT (Services Under Program and Project Offices for Results Tracking), and tasked with the responsibility of executing functions normally associated with USAID’s Program and Communications offices. As a part of the SUPPORT project, MSI is currently establishing an office compound suitable for USAID and partner meetings in Southern Sudan, hiring technical and support staff and facilitating VIP visits. Position Summary:
This is a short-term assignment for approximately 50 days. Pre-departure literature review is tentatively scheduled to begin in late April 2011, fieldwork to follow in May, and post-assignment follow-up in mid July.
This project is seeking a short-term evaluation specialist to provide M&E assistance to the USAID/Sudan Juba, South Sudan team. This consultant will be expected to assist the Team Leader in all Monitoring and Evaluation duties.
Responsibilities:
· Provide technical guidance to evaluation and assessment teams on the ground
o Three - four teams are anticipated. This includes evaluation/assessment methodologies; framing questions and SOWs, and putting reports together.
· Provide management support
o Liaising with operations and travel/events coordinators; including scheduling meetings/interviews, travel and accommodation arrangements/advances; supplies/materials as needed, time management support.
· Provide technical support and guidance to USAID technical offices in:
o Conducting data quality assessments and follow up
o Providing feedback on scopes of work for upcoming activities
o Any relevant program monitoring tasks/activities that arise
Additional activities will be assigned at the discretion of the MSI TOP manager (SUPPORT Assessment Monitoring and Evaluation Advisor or in her absence the SUPPORT Chief of Party).
Qualifications:
· Demonstrated expertise in monitoring and evaluation and data quality assessments, including substantial experience in M&E for USAID funded projects;
· Excellent English-language writing ability;
· Team-focused orientation and the ability to provide M&E guidance to other program and technical staff;
· Prior experience in Sudan or other CPC environments strongly preferred
