This is a regional position that falls under the direct supervision of the Regional Support Hub Manager. The incumbent however, is required to work closely with HQ / Division of International Protection (DIP) / Head of Refugee Status Determination (RSD)Unit, with the Heads of country offices in the region and with all other relevant protection staff in the region. The incumbent will furthermore have direct contact with government counterparts, NGOs, and implementing partners, where appropriate.
The incumbent will assist country offices to implement consistent and coherent RSD procedures under UNHCR's mandate, promote the implementation of consistent and coherent national RSD procedures, and promote harmonised decision-making at a regional level, guided by the principles of integrity, fairness, efficiency and transpency, in accordance with applicable policies and guidelines.
The incumbent will operate in a region where RSD activities are predominantly conducted by governments or where the handover of RSD activities from UNHCR to governments remains an organisational priority. The incumbent will consequently take a leading role in ongoing handover activities. Furthermore, the incumbent will provide offices in the field with advice, guidance and hands-on assistance in institution and capacity-building efforts.
The incumbent will assist, guide and advise in planning, formulation, implementation, monitoring,coordination and evaluation of RSD related activities in the region as well as promoting capacity-building of country offices. The incumbent will work closely with RSH's Registration and Resettlement Units and other relevant Units and partners.
This post is officially responsible, within the stated functional area, for the twelve countries of the East and Horn and Great Lakes regions of Africa (Sudan, Ethiopia, Eritrea, Somalia, Djibouti, Kenya, Uganda, Rwanda, Burundi, DRC, RoC, Tanzania). Within this, and depending on the organisation of work within RSH's Status Determination and Protection Information unit, the incumbent may focus on particular countries and/or sub-regions.
