SCOPE OF WORK
LOGISTICS MANAGER BACKGROUND: With 19 years of conflict in Somalia, TIS aims to promote stability by increasing the technical capacity at the national and regional levels of relevant government and non-governmental entities supporting the peaceful political processes; supporting local government and communities as well as promoting employment creation, income generation and vocational training initiatives through the local government offices, agencies, private sector and NGOs.
Country program objectives are expected to shift over the life of the program to account for shifts in the political environment. Objectives are subject to periodic review and adjustment through regular strategy sessions with input from the Contractor, taking into account budgetary and staffing implications that changes to the objectives may have. USAID Somalia owns the country program objectives and will document and approve all changes to these objectives. Changes in the program objectives do not require a modification to the contract scope of work.
PURPOSE: The Logistics Manager will work closely with the Operations Manager, DAI’s functional team, the Logistics team at all offices to ensure program activities are supported to achieve the above noted program objectives.
The work of the Logistics Manager requires detailed knowledge of Somali culture, the environment and have highly developed collaboration and networking skills and the exercise of discretion, judgment, and personal responsibility.
Duties:
• Support programmatic and technical aspects of the program as needed, including but not limited to, the following: seeking, contacting, and interacting with vendors, NGOs, government agencies, and private sector representatives. • Support the Procurement team with logistical support for delivery of goods and services to grantees. • Coordinate and arrange flights for all staff and manage accounts with the organisation’s travel agent and UNHAS. • Verify travel invoices against travel authorizations and maintain accurate records. • Prepare project reports and deliverables, providing updates to the status and progress of grantee deliveries. • Ensure security assessments are complete before field trips are undertaken by any or all staff and ensure adequate security protocols are undertaken. • Provide support to program teams on field trips ensuring field level arrangements are made to include flight reservations, accommodation and communications. • May be required to verify the integrity of vendor deliveries to grantee. • Support operational and grantee activities and functions in coordination with the Program, Grants teams, the Information Manager and Field Coordinator to include conferences, workshops and grant signing • Assist visiting USG and DAI staff and other dignitaries as appropriate in arranging travel and accommodation, in scheduling and facilitation of meetings and in providing updates and briefings on the evolving environment in country. • Mentor, train and develop the skills of the field teams. • Extensive travel throughout the region is mandatory, and occasional travel to other regions is at the direction of the Chief of Party and the USAID Somalia COTR, with security permitting.
QUALIFICATIONS:
EDUCATION
• University degree in Business Administration or appropriate field.
WORK EXPERIENCE • Three years experience working in a complex and challenging field environment • Experience in logistics and coordination with travel agencies and UNHAS/WFP for flights. • Fluency in written and spoken English. • Previous experience working in Somalia highly sought. • In addition, must be flexible, willing to perform assigned and additional duties and work irregular hours under unpredictable conditions.
SKILLS • Demonstrated expertise working within the Somali context. • Excellent interpersonal skills and an ability to manage a diverse range of professional relationships essential.
LANGUAGES • English language fluency required. Spoken and written Somali language preferred. SUPERVISORY RESPONSIBILITIES: • Security personnel/company, drivers, partial for Procurement/Logistics Officers at field offices BASE OF OPERATIONS:
• Nairobi, Kenya with significant travel to Somalia REPORTING: • Directly to Operations Manager.
