The following issues have been identified:
- Dysfunctions in the roles and responsibilities of the CCM (Grant management monitoring, additional resource mobilization, oversight of the Principal Recipients (PR), coordination difficulties with the national entities)
- Communication problems between the CCM, the PR and the SE/CNLS
- Issues with disbursements due to financial management shortcomings
In light of these issues, an international technical assistance is needed.
Goal of the technical assistance
Provide technical assistance to the CCM/Guinea for a successful negotiation of the Round 10 grant and a diligent implementation of the Phase II of Round 6
Expected Outcome
- An established oversight tool for the implementation of the Round 6 grant (Dashboard)
- Elaborated capacity strengthening plans for the Principal Recipients of Round 10
- An established mechanism for monitoring sub-recipients
- An identification of dysfunctions in the procurement management system and in the financial monitoring and proposed correctives measures
Specific tasks of the international consultant
Under the joint supervision of the CCM/Guinea President and the UNAIDS Coordinator in the country:
- Organize the training and orientation of PRs, SRs, CCM and the CCM Secretariat on Global Fund procedures, mechanisms and requirements in order to improve grant performance
- Provide technical support to PRs in elaborating documents required for the Round 10 negotiations
- Coordinate the elaboration of the capacity building plan of PRs after the LFA�s evaluation
- Ensure the development of tools and procedures for the CCM�s supervision of the grant implementation (ex: dashboard)
- Support the PRs in the establishment of an M&E system for SRs
- Facilitate the use of technical support for the evaluation and the reorganization of the procurement management system as well as for the financial monitoring
- Propose a communication strategy to diffuse the CCM�s decisions and for information sharing regarding the grant implementation among the different stakeholders
International Consultant�s Profile
- A minimum of a Masters Degree or equivalent in Public Health, Health Project Management or related field
- Three to five years of work experience providing support in coordinating our partners� financial projects related to HIV/AIDS
- Excellent knowledge of Global Fund procedures and ability to collect data and extract strategic information for the CCM grant monitoring
- Experience working with/ providing support to CCMs in other countries
- Experience working with the UNAIDS at the country level would be an asset
- Excellent knowledge of French, working knowledge of English
- Proficiency using Word, PowerPoint and Excel
Technical Assistance Duration
- 6 months
