Job Profile Closing Date: 17th April 2011 Salary: £23,090 - £29,954 Net. Net = take home pay. Oxfam will meet the tax and social security liabilities of post-holder in addition to net salary. OXFAM PURPOSE: To work with others to overcome poverty and suffering TEAM PURPOSE: To ensure Oxfam has the management, technical and logistical capacity to both scale up and to respond rapidly to major humanitarian emergencies anywhere in the world. JOB PURPOSE: To strengthen Oxfam's response to humanitarian emergencies by scaling up and managing/coordinating emergency projects/programmes to meet humanitarian needs, in line with organisational objectives. The post will also cover key vacant posts where relevant. REPORTING LINES: Postholder reports to: Managers in Humanitarian Department in HQ. Whilst on deployment, will report to Country Programme Manager or designated Manager. Staff reporting to this post: Project/project support staff in field location. Key Responsibilities The post holder will undertake a series of deployments usually for between 3 and 9 months. The post holder will receive a specific Terms of Reference for each deployment. Responsibilities will be a combination of the following: § Representing Oxfam to government officials, UN agencies, other NGO staff, and donors as appropriate at project/programme level. § Participating in assessments of emergency situations overseas with, or on behalf of area staff or other Humanitarian Department staff, reporting with recommendations and proposals for Oxfam's response. § Management of projects/programmes including; - Developing programme objectives, proposal writing, budget development. - Develop and ensuring implementation of monitoring and evaluation systems - Recruitment of local staff, and management of all staff in line with Oxfam/country specific policies, ensuring that they have the necessary induction, training, supported and effectively managed against agreed objectives. - Ensuring quality and timely narrative and financial reporting to Oxfam and donors. - Ensuring sound financial management of project/programme. - Ensure sound management of administration and logistical systems and procedures. - Ensuring that the programme is implemented in a cost effective, consultative, participative. - Ensuring staff safety, security, medical and evacuation procedures are drawn up, approved by the relevant manager and implemented, as appropriate. - Undertake communications and media work on relevant to the project. § Supporting country contingency and preparedness planning. § Planning and integrating Disaster Risk Reduction/climate adaptation programming. § Undertaking basic training for staff on humanitarian principles and Oxfam ways of working. § Ensure crosscutting issues (gender, protection, HIV aid and accountability) are incorporated into programme design implementation. § Undertake partner evaluations, capacity build and develop local level agreements where appropriate. § The post holder is responsible to work in a positive and constructive way with all teams and colleagues to enable effective delivery. § Post holder must be able to support and coach line reports, and empower teams to deliver programmes of excellent quality. During quiet periods other duties may include: § Undertake research project work to document experience and build up institutional learning on aspects of emergencies. § Participating in audits, evaluations and staff training events. § Undertake public speaking and media work on emergency work as requested. § Other suitable tasks as assigned either in the Humanitarian department in Oxford or from the postholders home base. Skills and Competence Essential 1. Significant experience of managing emergency and development projects, and a good understanding of relevant humanitarian and policy issues. 2. Sound knowledge and ability to apply NGO/Red Cross Code of Conduct, the People in Aid Code, SPHERE, Oxfam International procedures and other regulatory codes. 3. A proven record of effective programme and people management. 4. Analytical and strategic planning skills. 5. Proven numeracy and financial management skills. 6. Proven influencing and negotiating skills with internal and external audiences. 7. Confident representation skills. 8. Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts. Excellent Team work skills and the ability to build good relations both internally and externally 9. Good written and spoken English is essential. 10. Willingness to travel at short notice, often in difficult circumstances and availability to typically work between 3-6 months in any one location. 11. Demonstrable understanding and experience of gender equity issues and their relevance to humanitarian response work. 12. Adaptable and flexible. 13. High level of self-awareness. 14. Ability to take the initiative and make decisions with limited support in fast moving environments. 15. Good communication skills. 16. Must be inquisitive, have a keen interest in policy issues and able to see the bigger picture. Desirable 17. Knowledge and experience of working with disaster risk reduction, preparedness and development issues. 18. Experience working with partnerships and Community based groups. 19.
