The Government of Rwanda has received a grant from the African Development Bank (ADB), through subsidiary granter, Lake Victoria Basin Commission (LVBC) of the East Africa Community (EAC) to finance a five year program to implement the construction of Water Supply, and Sanitation infrastructure as well as capacity building for sustainability of constructed infrastructure in 3 secondary towns of Nyagatare and Kayonza in Eastern Province and Nyanza in Southern Province, under the Lake Victoria Water and Sanitation Initiative, Phase II ( LVWATSAN II) regional program.

The program which will be executed by the Ministry of Infrastructure aims at contributing to the improvement of the livelihoods and health of the residents in the three secondary towns, through the reversal of pollution of the Lake Victoria basin and its catchments. This regional program is implemented consecutively in 15 secondary towns in all five East African Member States under overall coordination of the Lake Victoria Basin Commission (LVBC), with its head quarters in Kisumu, Kenya. The program components are construction of Water Supply infrastructure, urban drainage systems, public toilets, purchase of solid waste equipment and capacity building.

In addition, part of the sums awarded under the grant will be used for the administration and operation of the Program Implementation Unit ( PMU) which will consist of a Project Coordinator, 2 project engineers, Finance and Administration Officer, Procurement Specialist , Environmental and Social Expert.

Qualifications and Experience
1. Be of Rwandese Nationality
2. Masters or Bachelor degree in financial management, accounting, business administration or related fields
3. Experience in working in development projects, with Knowledge of AfDB and/or World bank accounting and office procedures
4. At least three years of accounting and administration experience in development project. Experience in working with AfDB or World Bank funded projects is an added advantage
5. Proven spreadsheet (Excel), typing, word-processing, e.t.c. Knowledge of modern accounting software is an added advantage
6. Fluency in English and Kinyarwanda with excellent written and oral communications skills
7. Ability to work in a team and under minimum or no supervision
Duties and Responsibilities
Under supervision of the Project Coordinator, and working as a member of the PMU, the Project Finance and Administration take the leading role in all financial matters related to the project. The incumbent shall be responsible for advising on the financial management of the project and the maintenance of accurate accounting and financial records and reports, in accordance with the project document and AfDB Guidelines for National Implementing Projects. The Project Finance and Admin Officer’s major tasks will include, but not necessarily be limited to, the following:
1. Maintaining proper financial records and files in accordance with the National and AfDB prevailing procedures;
2. Preparing draft financial reports for the project team and advising them accordingly;
3. Monitoring and supervising expenditures by project;
4. Monitoring and analyzing project expenditures with respect to approved budgets and work-plans;
5. Assisting the Project Coordinator to prepare work plan, budgets and estimates of project quarterly expenditure; and
6. Realizing, on a monthly basis, bank expenditures reconciliations against project budget;
7. Compiling monthly, quarterly and annual expenditure reports for the PMU and providing expenditure updates as required;
8. Preparing requests for direct payment and requests for advance to project operating account;
9. Preparing and maintaining updated ledgers and inventories of supplies and non-expendable property;
10. Liaising with the Line Ministry, Lake Victoria Basin Commission/EAC, and AfDB Finance Unit as required;
11. Ensuring the National and AfDB financial guidelines are followed and best practices maintained during the implementation of all project activities;
12. Performing other relevant duties as required.
