Director of Programs, Tanzania

The Clinton Health Access Initiative (CHAI - formerly the Clinton HIV/AIDS Initiative) under the leadership of former President William Jefferson Clinton III has worked since 2002 to reduce the pricing of HIV/AIDS medicines and tests, and to work with governments around the world to further turn the tide on the disease by building the systems needed to deliver care and treatment.

In seven short years, President Clinton and the Clinton HIV/AIDS Initiative have made a substantial impact in the fight against HIV/AIDS. This includes seven breakthrough price reductions for drugs and diagnostics. Today, more than two million people living with HIV/AIDS are on lifesaving treatment using medicines purchased under CHAI agreements with manufacturers. This includes two out of every three children who are on HIV/AIDS treatment. CHAI's greatest work is as a trusted partner to national governments whose efforts have made possible tremendous gains in HIV/AIDS services and public health.

In addition to programs focused on HIV/AIDS, CHAI has expanded in recent years to assist efforts to fight malaria, lowering the prices and improving access to malaria medicines. CHAI has also worked with a number of governments on improving the underlying systems needed to deliver comprehensive health care. Given CHAI's expansion and growth, on December 10th, President Clinton announced that the Clinton HIV/AIDS Initiative will become the Clinton Health Access Initiative (CHAI). Since 1 January 2010, it became a separate non-profit organization under President Clinton's leadership as chairman of the board of directors. This change recognizes the expanded role CHAI has played for some time in strengthening health systems broadly while still playing a leading role in HIV/AIDS.

CHAI's collaboration with the Government of the United Republic of Tanzania started in 2003 when a team of volunteers with business and public health expertise to elaborate a business plan for HIV/AIDS Care and Treatment. This was then adopted by the Tanzanian Cabinet to be the national Care and Treatment Plan 2003-2008. This marked the beginning of a very successful partnership that saw CHAI become a close and trusted partner of the MOHSW. In the 7 year collaboration CHAI supported the MOHSW to initiate and successfully implement very challenging initiatives such as the:

* The National care and Treatment Plan (NCTP) 2003-2008.
* The Mkapa Fellows Programme to recruit, train and deploy health workers to rural districts with severe shortage of human resource for health.
* The rural initiative for HIV/AIDS Care and Treatment to provide access to ART for people living in areas
* Expanding access to pediatric HIV/AIDS care and treatment through commodity donations (UNITAID) and programmatic technical support
* Scaling up universal coverage of Prevention of mother to child transmission of HIV (PMTCT) using more efficacious regimen recommended by WHO instead of the less effective single dose nevirapine (sdNVP).
* Piloting a subsidy for effective malaria treatment using artemisinin combination therapy (ACT) in the private sector.

The success of CHAI in Tanzania is partly though its ability to work with the MOHSW at the national level to address policy and strategic issues while at the same time supporting to build capacity of local government health authorities to implement and/or sustainably scaling up these initiatives.

Based in Dar es Salaam, the Director of Programs will work with the Country Director and CHAI staff to ensure the overall success of the CHAI in Tanzania. The Director of Programs will help coordinate and support CHAI's team on the ground to achieve the Program's objectives, and forge stronger relations with the Ministry of Health, other government agencies and partners.

Responsibilities:

* Oversee all aspects of program management including planning , budgeting, implementation and reporting
* Oversee and coordinate Program Manager functions of program staff Managing and problem solving
* Provide strategic and managerial program direction and oversight to programs, with technical orientation from Program Directors/Managers; support CHAI's programmatic teams to achieve program objectives
* Plan and execute specific programmatic initiatives, as well as support the team in doing so
* Ensure program implementation and reporting is in accordance with grant procedures and specifications
* Work closely with Program Directors and Managers Team to ensure timely oversight of project activities with partner organizations. This includes adhering to deadlines, ensuring that deliverables are drafted and submitted in a timely fashion, support the drafting of deliverables and act as the linkage between donor communications and technical Program Directors/Managers
* Help establish and achieve aggressive operational program milestones
* Provide high-quality technical assistance to the government as needed/requested, often under a short timeframe
* Maintain a thorough understanding of the HIV/AIDS, malaria, TB landscape and overall health systems priorities and gaps throughout the country

Qualifications:

* Comfortable in a peer relationship with government officials
* Ability to navigate complex government processes with multiple influencers, and at negotiating and achieving consensus
* Proficiency with working on highly complex problems without extensive structural or operational support from HQ
* Great mentor, manager, role model and team player who demands 100% performance from self and entire team; willing to micro-manage as required
* Seasoned operator who knows how to get things done - on time and on budget
* Strong analytical skills, quantitative and qualitative
* Ability to work within budgetary constraints typical in a small foundation;
* Knowledge of HIV/AIDS desired (but not required)
* Knowledge of local language and culture preferred but not necessary
* Excellent business-oriented oral and written communication skills

Education/Experience:

* A minimum of 5 years experience in private or public sector enterprise, with increasing levels of responsibility and leadership
* Experience conceiving, planning and executing programs or projects with documented results
* Excellent business-oriented oral and written communication skills
* Master's Degree (preferably in Business or Public Health) is strongly preferred
