The Decentralization Strengthening (DS) Team provides the technical leadership necessary to improve the governance and management of Districts and Sub-county administrations. Working with and through District Chief Administrative Officers, LC5 and LC3 officials, the DS Team will assist in developing the technical tools necessary to improve and sustain service delivery in health and other social sectors initially through enhancing the districts' overall capacity to execute downwardly accountable and results oriented coordination, planning , and budgeting. At the same time the Team will work with Districts to improve their financial management, human resource management, information management and monitoring and evaluation systems to sustain new and innovative approaches to service delivery. At the central level, these responsibilities will be carried out in coordination with USAID national level Implementing Partners (IPs), the Ministries of Local Government, Finance, Health, Gender as well as other LG support organizations. At the regional level, these responsibilities will be carried out through and with local governments and district based implementing partners.

• Reporting to the CoP, provide technical leadership and oversight of the DS team activities to ensure compatibility with the SDS Technical Assistance Plan.
• Coordinate and integrate the SDS technical assistance activities with the national level implementing partners, government entities and other Ugandan institutions that work in the area of Local Government.
• Take the lead in instituting the District
• Management Improvement Planning process and providing the technical support to the Regional Offices to carry-out the process.
• Assist in developing the criteria for performance Improvement Grants and Innovation Grants.
• Assist Ugandan organizations and officials develop agenda for policy discussion with central ministries as required;
• In coordination with the M&E and Grants Team, develop a protocol for cataloguing lessons learned and best practices.
• Assume the day-to-day management of the DS Team, coordinating all work activity with the CoP
• Provide input to CoP for development of the quarterly reports and annual work plan.

Job requirement
Academic Qualifications:
Graduate degree and 10 years of experience in public administration, finance, organizational development or similar field or a BS and 15 years of experience in same or similar fields.
Other Qualifications:
• Experience strengthening decentralization for promotion improvements in Local Government governance, management and system strengthening.
• Expertise and demonstrated ability to provide TA in at least two of the following areas: coordination, planning, budgeting, human resource management, leadership & governance, financial management;
• Previous experience in managing a multi-tasked program and demonstrated ability to direct a team;
• Knowledge of best practices and lessons learned in local governance and service delivery
• Ability to prepare and present reports, presentations and other products in English;
• Ability to use word, PowerPoint, and excel software;
