Chief of Party - MAISHA Program

The Chief of Party (COP) provides overall programmatic and technical leadership and managerial oversight for the national Mothers and Infants, Safe Healthy Alive (MAISHA) program. Under the MAISHA program, Jhpiego and its partners are collaborating with the Tanzanian Ministry of Health and Social Welfare (MoHSW) to deliver critical, evidence-based health interventions on a national scale and build human and material capacity to reduce maternal and newborn morbidity and mortality, contributing to the achievement of the national targets for Millennium Development Goals (MDGs) Four and Five. Through effective management and collaboration with USAID, MoHSW, and other key stakeholders and partners, the COP leads the project team to ensure that the project achieves objectives and targets. The COP works with and influence policy level, donor, technical, and program colleagues using negotiation, managerial and presentation skills. The COP directs the creation of work plans, builds team capacity, and monitors and evaluates team performance. Working closely with program and partner staff, USAID, the MoHSW and other key stakeholders, s/he ensures the program’s administrative and financial integrity. Critical to the position’s success is the COP’s ability to be a change leader and to motivate colleagues to a high level of performance. Strong communication skills and a fundamental understanding of Tanzania-specific maternal and newborn health (MNH) programming and issues are a must.

Responsibilities:

Manage the MAISHA Partnership including overseeing the coordination of technical and program input from partners required for key activities Work closely with external stakeholders, consultants and experts to ensure technical integrity and smooth program operations Oversee monitoring and evaluation of program activities. Collaborate closely with key stakeholders, including MOH officials, professional associations, in-service training organizations, NGOs and other USG-funded programs for smooth implementation of program activities Establish and maintain relationships with local and international development partners and implementing agencies Disseminate best practices and lessons learned among all stakeholders, including the program team, the MoHSW, local partners and USAID Ensure collaborative program planning, development, resource availability and management activities function smoothly and efficiently Lead development of annual program workplans and M&E plans Oversee overall program implementation and evaluate program progress against deliverables on a quarterly basis Ensure timely, accurate and appropriate reporting of program activities and results to the donor, including progress and annual reports Oversee proper program and financial reporting, spending and compliance with program terms and conditions Ensure quality program implementation consistent with Tanzanian national health guidelines Mentor, support, and supervise project support staff, aligning efforts with program goals

Required Qualifications:

Advanced degree with 7+ years experience managing USAID or other international donor health programs Demonstrated experience managing large, complex MNH and HIV/AIDS prevention public health programs in developing countries Familiarity with USAID MNH, PMI and PEPFAR indicators Working knowledge of other technical areas such as RH, TB and malaria Demonstrated experience managing partners/sub-grants as part of programs Experience and understanding of the USAID indicator framework and the MOP and COP processes Proven track record directing, motivating, and managing a large program team composed of technical experts, program managers and administrative staff Excellent interpersonal, writing and oral presentation skills Knowledge and background in compliance and adherence to applicable laws and regulations Demonstrated expertise working in a leadership capacity with international donors, senior government officials and policymakers Strong change management, results-oriented and decision-making skills Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform Fluency in English Ability to travel nationally and internationally Familiarity with the Tanzanian health system, key stakeholders and relevant government policies/strategies
