EXPRESSION OF INTEREST (Eol)

FOR THE PROVISION OF CONSULTING SERVICES TO DETERMINE REQUIREMENTS FOR CENTRALIZED MANAGEMENT AND MONITORING OF PHYSICAL SECURITY SYSTEMS ACROSS TRA OFFICES IN CENTRAL SECURITY CONTROL ROOM AT TRA HEADQUARTERS-AE/023/2017-18/HQ/C/004

1. The Government of the United Republic of Tanzania has received funds from Development Partners for Tax Modernization Program (TM~), and it intends to apply part of the proceeds of the fund will be used to cover eligible payment under the contract for the Provision of Consulting Services to determine requirements for centralized management and monitoring of physical security systems across TRA offices in central security control room at TRA Headquarters
2. The Tanzania Revenue Authority now invites eligible Consulting firms to express their interest in providing services. The main objective of this assignment is to To determine the requirements for centralized management and monitoring of physical security systems in Central Security Control Room at TRA Headquarters in Dar es Salaam in order to meet the current and future security challenges which include but not limited to the following:-.
   a) To establish requirements for integration and centralization of IP based and analogy CCTV cameras and access control systems for live monitoring in Central Security Control Room at TRA Headquarters.
   b) To review the existing storage systems and network topology; and propose storage solution which allows CCTV (Closed Circuit Television) cameras, audio data and access control logs to be archived/stored for the periods greater than 90 days in Central Security Control room at TRA Headquarters.
   c) To prepare Terms of Reference and implementation schedule.
   d) To establish the financial requirements which shall include but not limited to equipment, software, bandwidth and installation cost.
   e) To compile and submit final comprehensive report.
3. The assignment will cover all offices installed with CCTV and electronic access control systems at the following locations: TRA HQ & Mapato House, Kilimanjaro Tax Regional office, Holili OSBp, Horohoro OSBp, Namanga OSBp, Shinyanga Tax Regional Office, Musoma Tax Regional Office, Iringa Tax Regional Office, Mwanza Tax Regional Office, Mbeya Tax Regional Office, Arusha Tax Regional Office, TRA Head Office Zanzibar, Mutukula OSBP, Kabanga " OSBP, Mara Tax Regional Office, Chato District Office and Institute of Tax Administration (ITA) which operates in isolation hence supervision and monitoring is not centralized.
4. QUALIFICATION AND EXPERIENCE OF THE CONSULTANTS AND KEY PERSONNEL PROPOSED FOR THE EXECUTION OF THE ASSIGNMENT
   Interested Consulting firms must provide information indicating that they are qualified to perform the services by submitting the following information;
   a) The profile and technical competence of the consulting firm/Institution:
   b) The consultant /firm should have at-least 5 years of experience in physical security systems with proven track record in designing the converged IP network, centralize video surveillance and Physical access control.
   c) The consultant / firm must have key personnel with skills and knowledge from reputable and recognized institutions; knowledge and exposure of International standards and best practice on physical security systems
   d) The consultant / firm must provide three (3) reference sites of integration and centralization of physical security systems whereby evaluation team will consult/visit. The consultant shall provide necessary information including name of assignment, project value, duration and contact address of the client and assistance to enable the visitation to referrals.
   e) Any other relevant information in relation to prove the capability of the interested firm to perform this job;

   • Firms, Principal place of Business, Business License, TINNAT Registration Certificate;
5. Consultants may associate to enhance their qualifications.
6. Consulting Firms will be selected, based on Combined Technical Quality and Price Consideration as specified in the Public Procurement (Selection and Employment of Consultants) Regulations, 2013 - Government Notice No. 446 of 20th December, 2013.
7. This is not a Request for Proposal (RFP). After the review of the Expression of Interest, a short-list of consultants will be prepared and they will be invited to submit their Technical and Financial Proposals through Letters of Invitations (LOI) that will include the relevant Request for Proposal (RFP).
8. Interested eligible-consultants may obtain further information from the office of the Secretary to TRA Tender Board, Tanzania Revenue Authority-Headquarters, and Room No. G.1S, Ground Floor, Sokoine Drive, Dar es salaam, Tanzania 8:00 am to 17:00 pm on Monday to Friday inclusive except on public holidays.
9. Sealed Envelopes containing Expression of Interest (EOI) must be delivered to the Secretary, Tender Board Tanzania Revenue Authority-Headquarters, and Room No. G.1S, Ground Floor, Sokoine Drive, Dar es salaam, Tanzania on or before Tuesday 28th November, 2017 at 10.00 Hours. EOls will be opened promptly thereafter in public and in the presence of Firms' representatives who choose to attend the opening at TRA Board room 3rd Floor, TRA HQ, SOKOINE DRIVE
10. Electronic, faxed and late Expressions of Interest shall not be accepted for evaluation irrespective of the circumstances.
