SUMMARY OF ROLE
IntraHealth seeks a Monitoring and Evaluation Senior Manager for an upcoming USAID Comprehensive Health Service Delivery (CHSD) t ender in Tanzania. The purpose of the CHSD project is to improve the health of Tanzanian families through delivery of high quality integrated family health services (e.g., maternal, newborn and child health, malaria and also family planning), strengthening of the public and private sector to deliver these services, and by creating demand for high quality services. The Monitoring and Evaluation Senior Manager is a key member of IntraHealth's project leadership team, reporting to the Chief of Party.
The Monitoring and Evaluation Senior Manager will be responsible for developing, implementing and maintaining a monitoring and evaluation (M&E) system that excels in capturing and reporting project progress in achieving outcomes and results and in program implementation. The M&E system will provide USAID with timely and accurate information. S/he will support the Tanzania Ministry of Health to build long-term capacity in M&E to support improved health access and outcomes. S/he will collaborate closely with US-based technical staff from the IntraHealth Chapel Hill office.
ESSENTIAL FUNCTIONS
- Provide strategic and technical leadership to the project in monitoring and evaluation, results reporting, data utilization for program decision-making and knowledge management
- Facilitate development and implementation of the project's M&E performance monitoring plan, budget, and country monitoring plans to effectively track project activities, outcomes, and results
- Develop project quantitative and qualitative indicators as well as processes and tools to measure them
- Develop and maintain project databases to capture relevant data on key indicators
- Conduct periodic routine data quality assessments and implement corrective actions to address gaps identified
- Participate in writing regular, timely progress reports of project activities and results for USAID and other stakeholders
- Respond to all USAID requests for data and reporting
- Engage with other program and technical staff in developing and implementing annual project work plans
- Conduct rigorous assessments for demonstration/pilot projects and other operations research areas
- Ensure compliance with human protection procedures
- Identify short-term M&E technical assistance needs, develop scopes of work for these assignments, and arrange for contracting of consultants, as needed
- Contribute to the dissemination and utilization of project results to inform project operations and share lessons learned with a global audience
- Remain abreast of developments in the M&E field, particularly with respect to assessing progress in MNCH, FP, and malaria as well as community-based health services
- Directly supervise and mentor a team of M&E professionals and assist in the mentoring of other technical staff in M&E OR
- Work with Ministry of Health counterparts to continually build capacity in the areas of monitoring, evaluation, research design and implementation, and data usage
EDUCATION/EXPERIENCE REQUIREMENTS
- A master's degree in Public Health, Epidemiology, Social Science, Bio-statistics or a related field
- Minimum of 8 years of experience in monitoring and evaluating public health programs
- Familiarity with USG reporting regulations and have significant experience with service delivery indicators in MNCH, FP, and malaria
- Demonstrated skills in quantitative data analysis, data management (maintaining a data base, quality control measures) and in the presentation of results for the identification of best practices and to inform decision-making
- Proficiency in using databases and statistical software is required (eg SPSS or EPI-Info) as well as strong skills in Excel, Word, Power Point and mobile technologies to report data
- Excellent written and oral communication skills in English and Swahili, and must be able to communicate and coordinate effectively with other donors and project partners
- Supervisory experience and ability to negotiate with partners and USAID
- Local candidates strongly preferred
