SUMMARY OF ROLE
IntraHealth seeks a Finance and Administration Senior Manager for an upcoming USAID Comprehensive Health Service Delivery (CHSD) t ender in Tanzania. The purpose of the CHSD project is to improve the health of Tanzanian families through delivery of high quality integrated family health services (e.g., maternal, newborn and child health, malaria and also family planning), strengthening of the public and private sector to deliver these services, and by creating demand for high quality services. The Finance and Administration Senior Manager is a key member of IntraHealth's project leadership team, reporting to the Chief of Party. S/he is responsible for providing fiscal leadership in the implementation of the five-year CHSD project, ensuring the project can effectively use USG resources to meet project goals.
The Finance and Administration Senior Manager is responsible for the financial systems of the project, including project budgeting, financial monitoring, meeting legal, auditing and contractual responsibilities and coordinating with state financial officers. S/he will be the principal financial representative of the project as well as coordinate the financial and administrative and HR functions and support to project zones. The Finance and Administration Senior Manager is expected to develop the project financial plan, to include monitoring and reporting systems that meet USG requirements, and manage contracting activities. S/he will collaborate closely with IntraHealth Tanzania country office staff and US-based technical staff from the IntraHealth Chapel Hill office.
ESSENTIAL FUNCTIONS
- Establish accounting and financial systems for the project in compliance with USAID regulations and IntraHealth policies and procedures
- Document, maintain and ensure compliance with updated finance and administration policies for entire project, including all district offices
- Develop project procurement plan and ensure proper procurement policies and guidelines are followed when purchasing project supplies and equipment
- Manage all banking transactions
- Maintain payroll system including tracking benefits and allowances and tax payments
- Ensure compliance with all applicable taxes and tax reporting
- Oversee preparation of all vouchers and checks for approved core office expenditures
- Prepare and submit monthly financial reports to headquarters in North Carolina
- Responsible for cash flow management—includes preparing and submitting funds requests to headquarters
- Manage cash flow of project and provide oversight of petty cash system
- Maintain general ledger and balance sheets
- Prepare budget variance reports on monthly basis
- Maintain asset inventory and reports for project (core and state offices)
- Manage organizational risk and liability, particularly related to ensuring compliance with all relevant USAID regulations and local laws
- Provide financial review of proposed procurements and participate in procurement committees as appropriate, including sub-granting reviews
- Support technical team in budget preparation and financial analyses
- Conduct analyses of financial data to inform project management
- Provide strategic guidance and assistance in problem solving to project leadership
EDUCATION/EXPERIENCE REQUIREMENTS
- Masters Degree or higher in Business Administration, Finance or other relevant field
- Professional qualification in CPA or ACCA required
- Minimum 8 years experience in administrative and financial management of large international projects including experience in the fiscal management of USAID projects with a strong preference for USAID contracts and cooperative agreements
- Familiar with compliance regulations and the Federal Acquisition Regulations as well as have experience and skills in developing and managing large budgets
- Extensive knowledge of US and Tanzanian government laws and regulations
- Demonstrated ability to set up and maintain accounting and financial management systems and ability to build and review budgets
- Demonstrated organizational, analytical, oral and written communications skills in English and Swahili and ability to negotiate with partners and USAID
- Demonstrated ability to work effectively in team-based environment, supervise a professional team and ability to interact with a variety of technical, clinical and other specialists
- In-depth knowledge in Microsoft Word and Microsoft Excel and accounting software
- Proficiency using online financial systems and databases with some international auditing firm experience
- Prefer candidates with ability to train others in finance functions
- Excellent personal integrity and confidentiality
- Local candidates strongly preferred

- Minimum noise levels in an office environment
- Office environment requiring sitting at a desk most of the day, using hands to operate a computer and other office equipment
- Requires lifting of 0-25 lbs occasionally or as needed
