Oxfam in Tanzania's country strategy 2015-19 envisions empowered citizens with reduced poverty, reduced inequality and injustice with especially women and young people having access to resources and a good quality of life. We want to see evidence of citizens being more aware of and demanding their rights to resources and essential services. We also want to see less policy incoherence and positive changes at national level (-policy) and community level (practices, perceptions, ideas and beliefs).
The above vision will be achieved through delivering strategically interrelated goals:
Goal 1: Enhanced Governance and Transparency
Transformed power relationships between women, men, government 'and businesses enabling citizens to demand accountability and advocate for the provision of quality essential services.
Goal 2: Women's Empowerment -Women are politically, economically and socially empowered to be transformative leaders and change agents within their households and communities.
Goal 3: Tackling Rural Poverty - Oxfam in Tanzania Country Strategy 2015-2019 works towards rural women having access and control of economic resources, including land, and influence over markets and investments to ensure sustainable food security and resilience to disasters, especially those induced by climate change.
Goal 4: Focuses on Oxfam's capacity and partners to manage humanitarian response and preparedness. Building resilience to climate change and adaptation.
The approach to implementation will be primarily working with partners and allies. Oxfam in Tanzania operates out of three office base(s) (Mwanza; Arusha and Dar es Salaam). The Burundian Refugee response also necessitated field offices in Kibondo and Kasulu.
To achieve this, OXFAM in Tanzania seeks to recruit suitable qualified Candidate to fill in the following position; Emergency Food Security & Vulnerable Livelihood Coordinator.
Job Purpose
Provide technical capacity & support to 'Oxfam staff and partners in the delivery of Emergency Food Security and Vulnerable Livelihood (EF$VL) interventions in the Burundian refugee camps Nyarugusu/Nduta & neighbouring host communities and support EFSVL coordination as delegated by the EFSVL Manager.
Key Roles and Responsibilities;
Assessments
• Support development of survey tools and practically participate in conducting the surveys and assessments for EFSVL needs in the Oxfam targeted refugee camp(s) and host communities to inform the programming.
• In coordination with the MEAL and WASH teams, produce/update baseline analysis of key livelihood issues with key recommendations to address problems identified including further interventions according to the humanitarian context and gaps in assistance.
• Train and lead livelihoods partner staff in EFSVL assessment, situational analysis and response option identification either as appropriate
Implementation
• Maintain healthy field level working relationships between EFSVL and WASH Oxfam teams
• As part of an integrated team participate in refining programme objectives and establishment of indicators for monitoring and evaluating the programme.
• Provide leadership on work planning for EFSVL Assistant and partner organisation staff, ensuring that implementation of activities is within the parameters of EFSVL needs and strategies.
• Manager, ensuring quality and relevance of response options selected and implemented. This could include recommendations for outsourcing capacity to deliver on specific needs of beneficiaries
• Take lead in information gathering for and support the EFSVL Manager on proposal development, budget monitoring and gap analysis
• Produce reports regularly on plans and progress of activities, issues and challenges at field and contribute to livelihood and cash working groups (L&CWG) as agreed with the EFSVL Manager.
• Ensure that implementation approaches take into consideration minimum gender, protection and beneficiary participation requirements.
Staff management & capacity building
• As required, give support to recruitment and training EFSVL staff including partners staff.
• Supervise direct EFSVL reporting staff and ensure that they are aware of Oxfam's performance management systems, that objectives are sel and monitored and opportunities for staff development are ensured
• Lead and coordinate partner capacity assessment and implementation of capacity building plans for partner & Oxfam staff as well refugees and host community volunteers and structure
Technical Skills, Experience & Knowledge
• A minimum of a first Degree in any discipline relating to Social Sciences, Rural Development, Agribusiness and or Agriculture educational backgrounds
• Minimum 3 years relevant work experience and significant understanding livelihood response options for IDPs/refugees in camps, urban and rural situation.
• Practical experience of technical project implementation and ability to work within deadlines and independently in difficult environment
• Strong in training and facilitation
• Good analytical, interpersonal and communication skills
• Negotiation skill and dealing with community, NGOs/UN and local govt.
• An understanding of gender and development issues
• Report writing, communication and presentation skills in English and Swahili.
• Physical ability for frequent travel to the camps and villages on a regular basis and flexible in demanding situations.
• Knowledge of key internal and international standards and protocol (such as SPHERE Minimum Requirements. Code of Conduct, People in Aid, Gender in emergencies).
