BACKGROUND
The Pan African University (PAU) is a continental academic and research institution created by the African Union, that is based on the following guiding principles: academic freedom, autonomy, accountability, quality assurance, strengthening existing African institutions at the graduate and post-graduate levels to enable them to serve the whole continent, excellence and international partnerships in academic and research activities, gender parity and equality at all levels and in all university functions. The PAU also aims at the promotion of African integration through the mobility of students, academic and administrative staff, collaborative research linked to the challenges faced by African countries, the institution of an appropriate framework to enable the African Diaspora to contribute towards the development of higher education and research in Africa, promotion of inter-disciplinary and multidisciplinary research programmes linked to policy making processes, promotion of productive linkages with the industrial sector for innovation and dissemination of new knowledge, full use of Information and Communication Technologies for pedagogy, research and management. The PAU takes into account the basic principles of the UN and African Charters on Human Rights.
PAU STRUCTURE
In order to contribute to the emergence and strengthening of an African higher education and research platform, the PAU consists of five (5) thematic Institutes hosted by existing institutions located in the five geographic regions of the African Union, namely: (i) Life and Earth Sciences (including Health and Agriculture) located at University of Ibadan in Nigeria for Western Africa (ii) Basic Sciences, Technology and Innovation located at Jomo Kenyatta University of Agriculture and Technology (JKUAT) in Kenya for Eastern Africa (iii) Governance, Humanities and Social Sciences located at University of Yaoundé II in Cameroon for Central Africa (iv) Water and Energy Sciences (including climate change) located at University of Tlemcen in Algeria for North Africa, and (v) Space Sciences in Southern Africa.
The first four Institutes located in West, East Central and North Africa are being operationalized in Kenya, Nigeria, Cameroon, and Algeria respectively. For the recruitment of the PAU Vice-Chancellor and the effective operationalization of the PAU structures, a Coordinating Committee, acting as PAU Rectorate for a period of one year is being established.
Job Title: PAU Coordinator
Grade: P6

1. DUTIES AND RESPONSABILITIES
Job Objective
This is the seniormost position within the Pan African University’s interim Management structure. Under the guidance of the Director for Human Resources, Science and Technology at the AUC, the holder of this position will be responsible for implementing the decisions related to the establishment of the PAU and the planning of the PAU activities; and for the corporate and public image of the PAU, including external relations. The PAU Coordinator will ensure that excellence and the Pan African character of the PAU is upheld. He/She will be supported in his/her functions by:
• Deputy Coordinator (Research Development and Cooperation)
• General Secretary (Finance and Administration)
He/she shall specifically have the following responsibilities:
i. Representing the University in all forums as its Chief Executive;
ii. Coordinating the development of a corporate plan for the operationalization of the PAU in the interim period;
iii. Ensuring preparation and presentation of the PAU activity report for the interim period;
iv. Ensuring the implementation of the decisions of the African Union Summit of Heads of State and Government with regard to PAU;
v. Facilitating the required co-ordination with Directors of PAU Institutes;
vi. Liaising with the African Union Commission, Vice Chancellors of Host Institutions, and Lead Thematic Partners
vii. Supervising staff of the Interim Coordinating Committee;
viii. Coordinating the establishment of Rectorate and recruitment of Rectorate staff;
ix. Coordinating the student recruitment process, award of scholarships, and their smooth relocation to respective Institutes;
x. Overseeing the recruitment of academic staff for PAU Institutes;
xi. Providing oversight for all PAU academic programmes;
2. Educational Qualifications
Be a Professor of a recognized University with an earned Ph.D. in one of the thematic fields of the PAU
3. Work Experience Requirement
i. A minimum of fifteen (15) years working in a University or research institute, at least five of which in an African University
ii. A minimum of eight (8) years’ experience in senior academic and management positions at a modern university environment
iii. Demonstrated involvement in strategic planning, resource mobilization, oversight of faculty or research institute, teaching, research and publication.
iv. International experience
4. Other Relevant Skills
i. Working knowledge of policy analysis and development and programme/project management, implementation and monitoring;
ii. Strong background of research and publications, a prominent profile in the relevant academic community;
iii. Demonstrated ability to communicate and negotiate effectively and build collaborative relationships;
iv. Evidence of ethical, transparent, fair, dependable leadership style and professionalism;
v. Demonstrated ability to be innovative, resourceful, and action-oriented;
vi. Computer literacy competency in MS Office Applications.
3. LANGUAGE REQUIREMENT:
Proficiency in one of the African Union working languages. Proficiency of one or several other working language(s) would be an added advantage.
4. AGE REQUIREMENT:
Candidates must preferably be between 35 and 50 years old.
5. TENURE OF APPOINTMENT:
The contract will be for a period of one (1) year . This contract is not gratuity earning nor pensionable and not automatically renewable. The Contract will not be entitled to benefits or privileges given to regular staff members.
6. REMUNERATION:
The salary attached to the position is an annual lump-sum of US$114,342.89 inclusive of all allowances for internationally recruited staff, and US$ 104,671.85 inclusive of all allowances for locally recruited staff
