Position: Data Collection Manager
Status: Full-Time Project Employee
Location: Uganda (based in Kampala)
Job Summary: The Data Collection Manager (DCM) will oversee the research work and build and develop relationships with data consumers to generate revenue to support Community Knowledge Worker (CKW) business growth.
The DCM will oversee all aspects of research design, implementation and reporting of research findings for GF’s internal use and external partners, and hold meetings as well as conduct market analysis to understand demand of data collection and how these can be met. He or she will enter into specific agreements to utilize the CKW network to collect data relevant to improving services to poor communities. The efforts of the DCM will be closely linked to the Content and Services team and its capabilities to collect, validate and analyze meaningful data and information for rural market data consumers.
Reporting and relationships: The position will report to the CKW Project Director.
Availability: The Data Collection Manager is expected to work a typical work week of 40 hours plus additional hours as necessary to get the job done. The position will be based in Kampala, Uganda. This position will need to be flexible to work in local conditions, and be available to work across different time zones. This position will require infrequent travel (25%) within Uganda.
Essential Job Functions
• Lead and coordinate the preparation of proposals for baseline surveys, research studies in response to request for proposals in the local media and various service providers
• Lead the research design, methodology, survey tool design and testing, survey planning and reports analysis processes
• Oversee the analysis of datasets and data mining activities
• Identify data collection needs and sales opportunities
o Build relationships, leverage strengths and understand needs of data consumers including government, NGOs and companies
o Develop proposals to different data consumer segments and organizations
• Define, package and sell data collection products
o Act as point of contact for data consumers for sales offer and negotiations
o Work with information services team to understand appeal, utility and feasibility of various product configurations
o Gain deep understanding of data collection services and products and price model
• Track and report results
o Develop and agree on success metrics for sales activities as well as frequency of reporting
o Create performance reports and communicate to Information Services Manager and others when appropriate
o Provide comprehensive analysis of progress against metrics and milestones, identifying areas for improvements
• Work with the various GF teams to develop research products leveraging existing data or CKW network
• Train or support the training of data collection clients and CKWs to ensure that we are leveraging the best research approach
• Manage data consumers
o Prepare data offering proposals, evaluate and manage purchases
o Build, manage and develop existing data consumer relationship
o Follow-up data consumers satisfaction with data collection services and identify improvement areas
• Support and contribute to key processes that affect quality of data e.g. data validator recruitment, training, survey tool and platform tool design including identification of new techniques and validation processes
• Present research findings to the internal and external clients
Required Knowledge, Skills, and Abilities
• Strong interpersonal skills to interact successfully with a variety of personalities and situations requiring tact, judgment, and poise
• Excellent presentation and oral and written communication skills
• Native level English skills
• Able to effectively handle multiple tasks, changing priorities and moderately complex assignments
• High analytical and problem solving skills; able to apply independent judgment, discretion and initiative to address problems and develop solutions
• Good organizational and planning skills to prioritize and meet deadlines, work on multiple projects simultaneously, work well under pressure and with minimal supervision
• Strong working knowledge of Microsoft Office and mobile phones
• Previous experience in a fast paced, high profile environment with the proven ability to perform proficiently all office assignments
Education and Experience
• Bachelor’s degree from an accredited four-year college or university with a degree in international development, business, public administration or related field preferred
• At least 5 years of Research and Data quantitative and qualitative analysis experience
• Experience working in agricultural development in developing countries, ideally in Sub-Saharan Africa. Experience in microfinance and/or technology is preferred
• Knowledge of mobile communication industry and/or the use of technology for development a plus
Physical and Environmental Conditions:
This position does not require unusual demands for physical effort. This position may occasionally require physical effort to lift and transport boxes weighing no more than 50 pounds.
Work environment involves everyday risks or discomforts that require normal safety precautions typical of places such as offices, meeting or training rooms, residences, or commercial vehicles; e.g., use of safe work place practices with office equipment, and/or avoidance of trips and falls, and observance of fire regulations and traffic signals.
