Human Resources and Administration Manager
Purpose of the Job
This is a managerial position in which the position holder is required to oversee all Human Resources and Administrative operations
Main duties and responsibilities:
Human Resource Responsibilities
Responsible for running the department efficiently and effectively
Human Resources procedures and methods and that they conform to International Standardization Organization (ISO). The procedures include employment, deployment, confirmation, performance management, training, promotion, remuneration and disciplining.
To ensure that Human Resources Deliverables are achieved to the satisfaction of the required targets and beyond
To ensure availability and implementation of the overall human resources attraction and retention strategies in order to avail the Authority with the right people in the right positions
To design, seek approval, implement and review of Human Resources Tools to include Staff Manual, Employment Policy, Training Policy, Promotion Policy, Remuneration Policy, HIV Policy, Manpower Succession Plan and Adoption of the Labour Laws of the day.
To ensure that Human Resources are aligned in a sound team capable of portraying the good image and culture of the Authority and in so doing the team achieves sectional, departmental and cooperate objectives
To ensure efficiency and effectiveness of the overall data management for Human Resources Management System to include storage, retrieval and protection
Administrative Responsibilities
To ensure that procedures and methods for Administrative Functions are in place and conform to the International Standardization for Organization (ISO). These procedures include, security, real estate management, motor vehicle management, cleanliness, repair and rehabilitation of assets, and postal services
To ensure that administrative deliverables are achieved to the satisfaction of the required targets and beyond.
To oversee the overall motor vehicle management to include establishment and operationalization of Transport Policy and control devices for fuel and motor vehicle movements
To oversee the management of Authority's assets to include title deed procurement, codification, repair/rehabilitation / construction proposals and proper maintenance of the same.
To oversee visitation of Authority's guests to include booking, travelling, meeting, record taking, and archive
To oversee and make a close follow up of labour cases, civil cases and criminal cases
Perform any other related duties as may be assigned by the Managing Director.
Minimum Job Requirements
Qualification:
Holder of first degree/Advanced 'Diploma in Human Resources Management/Public Administration plus Masters Degree in Human Resources/Public Administration/Business Administration majoring in Corporate Management or Human Resources,
Working experience
Minimum of eight (8) years working experience in the same field from reputable organization.

Technical Manager
Purpose of the Job
This is a managerial position in which the position holder is required to oversee all Water Production, Distribution and Disposal of Wastewater Operations.
Main duties and responsibilities:
The Technical manager is the head of department responsible for water production, water distribution, wastewater disposal, mechanical and electrical maintenance, planning and construction.
The Technical Manager is responsible for ensuring the performance of all water supply and sewerage systems according to agreed performance and public health standards.
Regularly review actual performance against approved plans and budgets and submits report to the Managing Director detailing performance with recommendations for actions necessary to correct adverse variances. Ensure that corrective measures are implemented.
Ensure that there is proper and economic use of the Authority's plants, equipments, vehicles and workshops.
Make recommendations to the Managing Director for the appointment of all senior technical staff.
Liaise with other bodies to guard against undesirable discharges into raw water supplies with the Authority's catchments areas.
Ensure prompt and efficient investigation of customer complaints concerning water quality and quantity.
Develop procedures for water quality monitoring and ensure coordinated sampling of raw water and treated water supplies.
Ensuring availability of a laboratory service for chemical and bacteriological analysis.
Performing any other duties as may be assigned by the Managing Director.
Minimum Job Requirements
Qualifications
Holder of Master Science Degree in Water Resources Engineering
Working experience
Minimum of seven (7) years Working experience in related field and registered with Engineers Registration Board of Tanzania as Professional Engineer.

Finance Officer
Purpose of the Job
This is a managerial position in which the position holder IS required to oversee all financial operations.
Main Duties and Responsibilities:
Head of section responsible for efficient and effective management of revenue and expenditure activities of the Authority
To manage the accounting section's revenue accounts, billing and computer operation activities of the authority
To prepare and submit to Finance Manager, financial plan and budget of the authority
To provide financial information required by the management
To ensure accounts books are well kept
To prepare annual financial reports and accounts
To make sure that all books of accounts are audited
To ensure that all internal and external audit queries accurately attended
Proper valuation of closing stock and fixed assets at the end of the financial year
Provide financial and costing information required by the management team
To ensure timely payment of taxes salaries imprests, debtors and statutory contribution without incurring penalties
To carry out any other duties related to the above that they may be assigned by Finance Manager.
Minimum Job Requirements
Qualification:
Holder of a degree or advanced diploma or Post graduate qualifications in Accountancy. She/he should also posses Electronic Data Process knowledge of Accounting software, computer knowledge.
Working experience
Minimum of five (5) years experience as an accountant in revenue and expenditure activities in a reputable organization
