Program Director, Zambia Scaling Up Nutrition (SUN) Fund

PATH is seeking a Program Director to oversee administration of the Zambia Scaling Up Nutrition (SUN) Fund, a £15-20 million joint funding mechanism to support the Government of Zambia’s implementation of the National First 1000 Most Critical Days Program over a 3 year period (with a possible 2 year extension). Funding for the Zambia SUN Fund is provided by the United Kingdom (UK) Department of International Development (DFID), on behalf of cooperating partners in nutrition. Approximately 60% of these funds are meant for district level public service providers, in order build on existing direct nutrition interventions. The remaining funds will be disbursed to Non-Government Organizations (NGOs), United Nation (UN) and research organizations, and the private sector to fill coverage gaps and promote innovation and complementarity. A key aspect of this program is to build the capacity the National Food and Nutrition Commission (NFNC) to administer a sustainable SUN Fund and deliver evidence-based nutrition interventions.
Based in Lusaka, Zambia, the Program Director responsibilities will include:
- Oversee day-to-day administrative, financial, and personnel management of the project.
- Provide general oversight and secretariat services for the Zambia SUN Fund, capacity building to the National Food and Nutrition Commission (NFNC)—the government ministry in charge of implementing the First 1000 Most Critical Days Program.
- Promote harmonization and alignment among key cooperating partners and stakeholders.
- Act as the principal liaison to the SUN Fund Steering Committee, the primary, national accountability structure within the context of the First 1000 Most Critical Days Program that will provide management, technical oversight, and strategic and policy guidance.
Technical Assistance to the NFNC:
- Identify capacity building needs of the NFNC and key line Ministries to strengthen organizational management and coordination functions. Developing and costing annual work plans for the SUN Fund, in consultation with the Program Manager and Steering Committee, that outline priority tasks and identify areas where the NFNC, line ministries, districts, and other key stakeholders need specific support.
- Work with the Financial Advisor to identify capacity building needs of the NFNC and key line Ministries, NGOs, and private grant recipients
- Draft Terms of Reference (ToR) for short-term technical assistance (STTA) to meet capacity building needs and program priorities, in consultation with the SUN Fund Steering Committee.
- Oversee capacity building of the NFNC and key line Ministries.
- Brokering partnerships and mentoring relationships between grant recipients.
Development of annual work plans, reporting, documentation, and dissemination of lessons learned
- Oversee the design and implementation of compliance and performance monitoring of grant recipients.
- Oversee the creation and maintenance of a knowledge hub that disseminates results of the project’s impact, lessons learned, and independent evaluations.
Project Appraisal, Due Diligence, and Grant Disbursement
- Provide oversight to the Grant Manager and Financial and Institutional Strengthening Advisor in the competitive grantee selection process, including developing grant criteria, reviewing applications, approving and disbursing funds, and supporting successful grantees development and monitoring of work plans and budgets.
Monitoring and Evaluation (M&E) of the Fund
- Develop and implement a portfolio management process to actively manage investment companies and enhance their probabilities of success.
- Oversee the Monitoring and Evaluation Officer in developing and implementing an M&E plan for operationalization of the SUN Fund, including mechanisms for performance monitoring of fund recipients as well as commissioning of independent assessments as needed.
Desired Skills & Experience
- Fluency in English to include reading, writing and speaking.
- Familiarity with fund management, through microfinance, traditional banking, and/or venture capital.
- Excellent communication skills
- Proven interpersonal skills and proven ability to manage a team
- Well-organized and attention to details skills
- Proficient in Microsoft Office
- Understanding of the role of the National Food and Nutrition Commission (NFNC) and key ministries and the national and district level in delivering health outcomes in Zambia.
Required Experience
- Advanced degree in nutrition, or pediatric medicine degree with expertise in nutrition
- Minimum 10 years of experience delivering technical assistance in nutrition and managing health focused grants to local institutions/organizations.
