PATH is seeking an experienced Financial and Institutional Strengthening Officer for the Zambia Scaling Up Nutrition (SUN) Fund, a £15-20 million joint funding mechanism to support the Government of Zambia’s implementation of the National First 1000 Most Critical Days Program over a 3 year period (with a possible 2 year extension). Funding for the Zambia SUN Fund is provided by the United Kingdom Department of International Development (DFID), on behalf of cooperating partners in nutrition. Approximately 60% of these funds are meant for district level public service providers, in order build on existing direct nutrition interventions. The remaining funds will be disbursed to Non-Government Organizations (NGOs), United Nation (UN) and research organizations, and the private sector to fill coverage gaps and promote innovation and complementarity. A key aspect of this position is to build financial management and audit capacity at the district level.
Based in Lusaka, Zambia the Financial and Institutional Strengthening Officer will be responsible for the following key activities:
- Establish financial systems and policies for the project, including a policy manual for managing the SUN Fund, that are in compliance with PATH’s Financial Manual and good financial practices.
- Advise project staff on donor requirements and providing training on financial management, recordkeeping, operational systems, and policies as needed.
- Ensure financial accountability and sound business management performance for the project.
Technical Assistance to the National Food and Nutrition Commission (NFNC)
- Work with Program Manager and Grants Manager, as well as the Steering Committee to identify capacity building needs of the NFNC and key line Ministries and develop and cost annual work plans for the SUN Fund.
- Provide on-the-job mentoring and capacity strengthening to the NFNC and key line ministries, including revising budgets and work plans to ensure that the grantee meets both technical and value-for-money requirements established for the project.
- Draft Terms of Reference (ToRs) for external short-term technical assistance (STTA) when necessary.
Project Appraisal, Due Diligence, and Grant Disbursement
- Support the Grants Manager to implement the competitive grantee selection process, including developing grant and performance monitoring criteria, reviewing applications, and monitoring of work plans and budgets, in consultation with the SUN Fund Steering Committee.
- Support the efficient disbursement of funds to successful fund recipients.
Lessons Learned and Monitoring and Evaluation (M&E)
- Develop and implement a portfolio management process to actively manage investment companies and enhance their probabilities of success.
- Contribute to the development of an M&E plan for operationalization of the SUN Fund.
- Contribute to reports about the results of the project, its impact, lessons learned, and independent evaluations.
Desired Skills & Experience
Required Skills:
- Fluency in English to include reading, writing and speaking.
- Demonstrated ability to develop and evaluate budgets, and to create and manage financial monitoring systems
- Ability to multi-task and to delegate, as appropriate.
- Ability to work effectively with project technical team on project finance and administration issues and tasks.
- Excellent communication skills.
- Well-organized and attention to details.
- Proficient in Microsoft Word, Excel and Quickbooks.
Required Experience:
- Advanced degree in finance or accounting from an accredited institution, MBA preferred.
- 10 years of work experience in fund management, through microfinance, traditional banking, and/or venture capital.
- Expertise in the financial, regulatory, and granting aspects of DFID.
