Job Title: Design Monitoring and Evaluation (DM&E) Officer
Reports to: Cluster Team Leader
Location: Shinyanga

Purpose of the Position
Provide technical guidance and support to programs/projects to comply with WV DM&E Management policy, guidelines & standards, Child Well Being initiatives and donor requirements

Major Responsibilities
• Coordinate and review development of DM&E plans and budget
• Plan, facilitate and conduct capacity building on DM&E for the project/program staff and stakeholders
• Facilitate and strengthen quality control mechanism for DM&E processes and review of document
• Facilitate operational review
• Establish status of implementation of operations audit/reviews recommendations for management action.
• Facilitate Program Baseline Survey, Assessment, evaluation and (re) design functions.
• Ensure program/project key documents are uploaded and updated in database
• Update monitoring tools as per program/project M&E plan and ensure use of appropriate tools in collection, compilation, analysis and utilization
• Facilitate program reflection/learning, documentation of best practices and most significant success stories are included in the reports and shared among the partners
• Facilitate training, seminars and workshops on DM&E processes
• Facilitate smooth implementation of learning centers initiatives
• Provide monitoring support to the Area Development Programs to ensure compliance


Qualifications required:
• Bachelor Degree in Social Science (BA) or BSc Degree in Agric. Economics & related field with experience of 3 years in programming

Job Title: Camp Coordinator
Reports to: Team Leader
Location: Nyarugusu Camp- Kasulu

Purpose of the position

Ensure that all camp management activities are implemented as per partners, WV and donor standards and procedures

Major Responsibilities
Ensure that the food and Non Food Items (NFI) distribution exercises are conducted smoothly

Prepare budgets, periodical reports, work-plans on camp management activities and submit timely

Ensure effective facilitation of camp activities in collaboration with camp committee

Ensure proper management and control of settlements (land-use management) in the camp.

Maintain and update information on security in consultation with UNHCR, Ministry of Home Affairs (MHA), camp committee and Implementing Partners (IPs).

Monitor the adherence to standards and accountability in the use of resources in relation to camp management activities

Ensure that performance management is practiced within the department to enhance performance, smooth staff relations and accountability

Networking with other IPs involved at Camp level (UNHCR, UNICEF, WFP, IRC, TWESA, CARE and Government Officials).

• Minimum Qualification required: Bachelors Degree in Economic Development, Community Development, Sociology, Agriculture,
• Experience: 3 yrs/1 yr in supervisory level
• Preferred: Masters in Economic Development, Sociology, Agriculture

Job Title: Assistant Programme Officer
Reports to: Programme Director with Matrix reporting to Associate Programme Director
Location: Dar Office

Purpose of the position:
To support the Program Development Director and Associate Program Development Director in the implementation of effective stakeholder engagement, target responsive resource acquisition efforts and strengthening awareness and visibility of WVT program to stakeholders

Major Responsibilities
Organizing and attending a variety of stakeholder meetings with the technical staff and leadership

Support the Program Development Director with the development and implementation of effective processes and systems to enhance the effectiveness of the division

Scanning and researching grant and partnership opportunities in Tanzania

Support the Programme Development (PD) Division to follow up and maintain effective relationships and contact with partners, stakeholders, donors, support offices, WV regional offices and other WVT divisions

Support the proposal development process in close collaboration with all relevant divisions and stakeholders to ensure timeliness of deadlines and donor compliance

Support PD division to ensure full compliance with both internal policies and external donor requirements

Maintain calendar for PDD Leadership

Facilitate planning, logistical support and tracking of all staff movements including trainings, events, meetings, leave etc

Support all teams in PD division to maintain full and complete records of documentation in line with audit requirements

 Minimum Qualification required: Bachelor Degree in Social Science, International Development, Business Administration or in a relevant field
 Experience: 3 years experience in a similar role (preferably in an international NGO)
 Preferred: Master in Business Administration (MBA) or related field

Job Title: Programme Assistant
Reports to: Quality Assurance Director
Location: Head Office (Arusha)

Purpose of the position:
To support the Quality Assurance Director by performing technical responsibilities, including the systematization and utilization of program information systems, handling routine communication, ensuring timely production and dissemination of reports, and facilitating the effective follow up and implementation of Divisional strategic plans and program quality priorities arising from regular divisional operations

Major Responsibilities
Systematic collection, processing, storage and dissemination of divisional information

Handling routine communication, queries and availing quality and timely information to both the NO and Zonal teams and other stakeholders

Ensure production and dissemination of quality and timely divisional progress reports to various stakeholders and updating the divisional information tracking system.

Supporting the coordination of visitors from SO with NO, Zones, Cluster and ADPs.

Establishing and maintaining an effective filing system for administrative data on Divisional staffing, staff appraisals, staff relocations and staff development in close collaboration with P&C Departments.

Help to facilitate and coordinate divisional meetings, retreats and trainings.

Provide basic IT support to the Division and to other divisions in the absence of the IT personnel.

Follow up and ensure that Zones, Cluster and ADPs submit requested information/reports timely and any queries regarding divisional information are relayed to the zones, Clusters and ADPs timely.

Updating the status of Divisional plans, key projects, Zonal DME reports and statuses, and other specific tasks for QA Director.

Promoting a healthy and productive working relationship within the Division, and between the QA Division and other Divisions through appropriate coordination.

Performing other duties as may be assigned by the Quality Assurance Director.

 Minimum Qualification required: Bachelor Degree in Social Sciences, Business Administration, Information or Library Sciences, Administrative Science or Management.
 Experience: At least two years of project management experience in a development oriented NGO is essential. Experience in materials management is desirable.
 Preferred: Masters in Economic Development, Sociology, Agriculture

Job Title: Education Specialist
Reports to: Quality Assurance Director
Location: Head Office (Arusha)

Purpose of the position
Provide innovative professional support to enhance technical soundness and coherence of WVT Education programs and Projects with National Office strategy, World Vision education strategy, guidelines and standards as well as government of Tanzania priorities and standards

Major Responsibilities
Develop a thorough analysis of the primary school education landscape in Tanzania and program areas through primary and secondary assessments

Support the design/development of concept notes or proposals for education interventions aligned to the National office Strategy

Participate in design and implementation of baseline, mid-term and final evaluations and ensure follow-up of recommendations to improve quality of education programming

Develop guidelines, tools and approaches (models) for Education quality programming and monitor compliance and effective utilization

Identify technical capacity needs and organize capacity building activities for WVT staff and partners

Provide technical support to education centers of learning and excellence and organize and facilitate education related learning events in WVT

Support action research, document and disseminate lessons learnt and best practices as well as emerging issues in the implementation of WVT education programs

Work with DM&E team to develop and regularly update database on education interventions and outcomes

Develop case papers/policy briefs to drive WVT advocacy efforts on education
Regularly interface with other subject matter specialists in the WVT Ministry priorities to foster integration of education with other ministry areas.

• Minimum Qualification required: Masters Degree in Education, Social Sciences or other discipline relevant to livelihoods
• Experience: 10 Years relevant experience in Managing Education programs with reputable institution, national or International NGO

Technical Skills & Abilities
• Good understanding of education concepts and issues in development context especially in Tanzania
• Working knowledge of the logical framework approach to project design, monitoring and evaluation/ project cycle management
• Working knowledge of data analysis software such as SPSS, Ms Excel, strata
• Demonstrated experience and skill in research, analysis and report writing
• Strong facilitation and presentation skills with a passion for sharing knowledge
• Ability to work independently and as part of a diverse team
• Ability and willingness to travel regularly to field sites

Job Title: National Child Protection Coordinator
Reports to: Child Protection & Advocacy Manager
Location: Head Office (Arusha)

Purpose of the position

To provide National leadership, coordination and technical support on Child protection and child focused programming and ensure that WV partnership standards of Child Protection Policy are applied to all programmes and processes to reduce risk to children in communities from any form of abuse or neglect, including sexual abuse through the development and implementation of qualitative child protection with awareness raising in Child Participation, Protection, Survival and Development

Major Responsibilities
Coordinate the development and implementation of National office Child protection strategy and plan in alignment with the National, Regional and Global child protection strategies, priorities and policies.

Provide professional advice and support capacity building for WVT on Child Participation, protection, survival and development with emphasis on holistic child development and programme quality at project level. This includes coordinating and facilitating awareness and training on child protection and World Vision policy on Child protection policy; provide training resources and monitoring of National Office staff in child safe organization activities `

Support full compliance with the National Office Child Protection policy and standards in every Area Development Programme (ADP), project and department including regular assessment of gaps in compliance, and address these gaps, and implementation of Child Protection standards in Emergency response

Conduct Child Protection Training for all staff, board members and volunteers including Child Protection standards and behavior protocols orientation, how to report allegations, suspicions or misconduct; signed acknowledgement of the child protection policy and agreement to comply with the behaviour protocols are kept in personnel files, and ongoing Child Protection and Child Rights training programme to staff is in place

Promote a Child Focused and Rights-based programming approach across Humanitarian Emergency Affairs (HEA), Transformation Development (TD) and Advocacy with a special focus on the Most Vulnerable Children and mainstreaming of Child protection across all ministry streams and Child Sponsorship supporting children in crisis and Children in Emergency initiatives according to National Strategy, in a manner that contributes to Child Well-being outcomes
Coordinate and facilitate assessments/research, and review in ADPs and local communities to identify root causes of injustice, abuse, neglect, and exploitation and ensure child protection issues are incorporated in designs, Annual Operating Plans (AOP); implementation, monitoring, evaluation in programming and organizational processes (Communication, public relations and policies)

Define and implement appropriate responses to Level 1 Child Protection incidents perpetrated by community members by clarifying World Vision’s role in providing the right kinds of support, including consideration of protection, psychosocial care, medical care, legal support, police involvement, family or community support.

Ensure quality investigation of Level 2 and level 3 child protection incident allegations, under the direction and support of World Vision International (WVI) Child Protection Department including the Regional Advisor. Complete the Child Protection Incidence Report, establishing incident response Core teams, and appropriate action for the best interests of the concerned child(ren), as well as legal, communications and Human Resources (HR) Issues

Network with government partners to keep abreast of child protection issues in the context, to be partners in response to child protection incidents, and to position WVT as an organization of excellence in child protection

Develop effective reporting procedure and response plan for handling any allegation or suspicion of alleged misconduct toward children and train staff in their responsibility for reporting and handling allegations. Develop and/ or promote reporting/compliance mechanisms in communities where children or adults can report concerns or suspicions regarding inappropriate behaviours toward children by staff, volunteers, visitors, or other WV affiliates

Disseminate promising/ best practices on Child Rights and replicate child protection promising practices in new programmes and projects and in organizational processes

Participate in Audits, Child Protection investigations and evaluations including preparing for Child protection Operational Audit sections and complete any agreed follow up management actions

Report and submit a complete Child protection Policy Compliance/update report every six months and ensure confidentiality, timely, objective, accurate and reliable information reporting from WVT on Child protection incidents reports
• Minimum Qualification required: Bachelor Degree in Social Science/Bsc Degree in Economics, Agriculture, or other related field
• Experience: 3 years of experience in community Development Work

Job Title: Gender Specialist
Reports to: Programme Manager
Location: Singida Cluster

Purpose of the position
To coordinate the development of project gender strategy and oversee its implementation. The gender specialist will be responsible for facilitating training on gender equality for staff and partners and for monitoring gender equality results

Major Responsibilities
Provide overall strategic leadership and direction to the SUSTAIN project team on gender equality and related key concepts.
• In consultation with members of the SUSTAIN project team, develop a clear vision for promoting gender equality in all SUSTAIN outcomes.
• Ensure the development, validation and implementation of a three year strategy for mainstreaming gender equality within SUSTAIN.
• Support the development of SUSTAIN’s annual work plan ensuring integration of gender equality indicators in line with CIDA’s gender policy
• Coordinate tracking and reporting on gender equality results throughout the life of the project.

Responsible for promoting gender integration in SUSTAIN.
• Develop and Implement a SUSTAIN capacity building strategy that enhances staff capacity to oversee the integration of gender equality in all of SUSTAIN’S programming areas through training, learning and knowledge sharing activities.
• Work cross-functionally to identify and support capacity building opportunities for team members on gender equality and on social accountability
• Support capacity building opportunities on gender equality for key project partners including community level opinion leaders, to equip them to support gender equality integration in all program areas

Management of SUSTAIN Gender Working Group
• Convene a representative Gender Working Group to support and advise on the gender equality work in SUSTAIN.
• Facilitate regular Working Group meetings and periodically report to the SUSTAIN project manager.
• Manage two Community Engagement and Gender Specialists responsible for gender equality and coordinating social accountability processes at community level in Iramba and Singida Rural.
• Participate in the WV Tanzania community of practice on gender.

Coordinate Advocacy, Policy Research & Public Awareness on gender equality and gender justice.
• Profile SUSTAIN’s leadership on gender equality, developing and sharing case-studies on innovative approaches developed within the project
• Develop and/or support partnerships and cooperation with other organisations in Singida Rural and Iramba on gender equality and its impact on health to promote learning and to improve / develop new approaches to the integration of gender in SUSTAIN.
• Be a spokesperson for SUSTAIN on identified gender issues


Minimum Qualification required: Minimum of an undergraduate degree completed in gender studies.
• Experience: Minimum 3 years program experience in international development with a focus on women, girls and gender equality.
• Preferred: Msc in social related fields
• Technical Skills & Abilities:
o Strong technical capacity, practical experience and solid insight into program level challenges in designing and implementing gender sensitive community development programs.
o Thorough knowledge of World Vision’s approach to achieving child well-being through relief, development and advocacy.
o A good knowledge of gender and global development issues, preferably with understanding of CIDA’s approach to gender equality.
o Demonstrated experience conducting program-based gender analysis, preferably using participatory methodologies.
o Proven experience developing, implementing, monitoring and evaluating advocacy / gender projects and programs.
o Proven experience in strategy development including developing gender strategies.
o Skilled trainer particularly using participatory approaches at community level.
o Flexible, self-starter, team player, attention to detail, able to work without supervision
o Able to work to deadlines and prioritise work effectively.
o Able to delegate effectively and plan and supervise the work of others.
o Able to coordinate effectively with field offices and partner organisations and promote constructive relationships.
