The Public Service Recruitment Secretariat was established in accordance with section No.29 (1) of the Public Service (Amendment) Act No.18 of 2007. One of the main functions of this organ is to advertise vacant posts occurring in the Public Service and conduct recruitment process.
On behalf of the Ministry of Water (Water Development and Management Institute - WDMI), the Public Service Recruitment Secretariat invites qualified Tanzanians to fill vacant posts in various public institutions as shown below.
1.0 WATER DEVELOPMENT MANAGEMENT INSTITUTE (WDMI)
Water Development and Management Institute (WDMI) is an Agency that was established by Government Notice No 138 of 22nd August, 2008 according to the Executive Agency Act (Cap.245) to replace the then Rwegarulila Water Resources Institute. The Agency (Institute) operates under the Ministry of Water. WDMI is registered by the National Council for Technical Education (NACTE) to train technicians and engineers.
1.1 DIRECTOR OF BUSINESS SUPPORT- PLANNING, FINANCE AND ADMINISTRATION
1.1.1 DUTIES AND RESPONSIBILITIES
Chief advisor to the Principal on matters pertaining to Planning, Finance and Administration. He/she provides strategic direction and leadership in planning, financial management and administrative matters aligned to the core business of the Institute. He/she shall specifically be responsible, to:
• Manages financial, physical and human resources.

• Manages planning, monitoring & evaluation functions and MIS resources.
• Consolidates corporate plans for the organization.
• Oversees policy and planning issues at the Institute.
• Assumes Managerial & Leadership roles.
1.1.2 QUALIFICATION AND EXPERIENCE
• Doctorate degree in Business Administration, General management, Marketing, Accounting & Finance, Computer Science, Information and Communication Technology or equivalent and must have a GPA of 3.5 or above in the bachelor’s degree. Must have at least ten (10) years experience preferably in research or consultancy with five consultancy or research reports of the academic and professional appreciable depth.
OR
• Master’s degree in Business Administration, General management, Marketing, Accounting and Finance, Computer Science, Information and Communication Technology or equivalent, with at least ten (10) years working experience preferably in research or consultancy with five consultancy or research reports of the academic and professional appreciable depth.
1.1.3 TENURE: Four (4) years renewable once
1.1.4 REMUNERATION
Attractive remuneration package in accordance with the Institution’s salary scale PTSS 21 + 15%.
1.2 DIRECTOR OF CONSULTANCY AND RESEARCH 1.2.1 DUTIES AND RESPONSIBILITIES
Responsible to the Principal for the efficient and effective management of research and consultancy activities within the Institute. He/she shall specifically be responsible, to:
• Manage Consultancies;
• Manage Researches;
• Coordinate Publications;
• Coordinate Continuing Education;
• Assume Managerial & Leadership roles
1.2.2 QUALIFICATION AND EXPERIENCE
• Doctorate degree in either civil engineering, water resources engineering or irrigation engineering, and must have a GPA of 3.5 or above in the bachelor’s degree. Must have at least ten (10) years experience preferably in research or

consultancy with five consultancy or research reports of the academic and professional appreciable depth.
OR
• Master’s degree in either civil engineering, water resources engineering or irrigation engineering or its equivalent. Must have at least ten (10) years working experience preferably in research or consultancy with five consultancy or research reports of the academic and professional appreciable depth.

1.3 DIRECTOR OF STUDIES - ACADEMIC 1.3.1 DUTIES AND RESPONSIBILITIES
Chief advisor to the Principal on matters pertaining to Academics in the Institute. He/she shall provide strategic direction of Training, functions of the Institute so as to achieve organizational goals. He/she shall specifically be responsible, to:
• Manage Training functions.
• Coach and mentor junior staff.
• Manage Directorate resources.
• Manage Strategic alliances and partnerships.
• Assume managerial and Leadership roles.
• From time to time, act in the position of Principal when the need arise.
1.3.2 QUALIFICATION AND EXPERIENCE
• Doctorate degree in either civil engineering, water resources engineering or irrigation engineering and must have a GPA of 3.5 or above in the bachelor’s degree. Must have at least ten (10) years experience preferably in research or consultancy with five consultancy or research reports of the academic and professional appreciable depth.

1.15 SENIOR SUPPLIES OFFICER 1 POST 1.15.1 DUTIES AND RESPONSIBILITIES
• Checks transactions in stores accounting documents and registers;
• Receives and issues vouchers, delivery notes and invoices
• Prepares purchase requisitions/orders upon approval by his/her supervisor
• Assisting his/her Senior Officers in their daily supplies and stock control activities.
• Performs any other Duties and Responsibilities as may be assigned by his/her senior
1.15.2 QUALIFICATION AND EXPERIENCE
• First Degree in Materials Management or logistics from any institution reorganized by National Board of Materials Management. And must be registered as Authorised Supplies professional and acquired CSP certificate by Governing Board. At least four (4) years experience in the related field.

1.16 SENIOR INTERNAL AUDITOR 1 POST
1.16.1 DUTIES AND RESPONSIBILITIES
• Organises and supervises staff executing audit programmes as well as reviewing
operation procedures and controls.
• Plans, organizes and carries out auditor functions;
• Examines the effectiveness of the financial regulations and accounting system;
• Scrutinizes computer auditor control systems;
• Regularly reviews the effectiveness of financial accounting and auditor systems;
• Performs any other Duties and Responsibilities as may be assigned by one’s reporting officer.
1.16.2 QUALIFICATION AND EXPERIENCE
• Bachelor of Business Administration-Accountancy or Advanced Diploma in Accountancy or equivalent with possession of full professional accounting qualifications certificate such as CPA (T), or ACCA, or CIMA, or equivalent from a recognized accounting body. At least seven years in the related field.

1.17 SENIOR LEGAL OFFICER 1 POST 1.17.1 DUTIES AND RESPONSIBILITIES
• Legal advisor to the Institute.
• Participating in negotiations with outside parties.
• Providing legal advice on all aspects of the law in Institution’s operations.
• Appearing in court on behalf of the Institute.
• Proper recording and custody of contracts implementation follow up and ensuring the contractual obligations are met under the contracts.
• Vetting all legal documents emanating from outside the Institute in which the Institute is/will be a party.
• Participating in and witnessing all contracts.
1.17.2 QUALIFICATION AND EXPERIENCE
• LL.M with relevant working experience of at least four (4) years. Must have a valid practicing license as advocate.

1.18 SENIOR PLANNING OFFICER 1 POST 1.18.1 DUTIES AND RESPONSIBILITIES
• Prepares estimates for capital development.
• Liaises with Chief Accountant's Office in preparing the recurrent budget.
• Compiles project profiles including sources of funding, custodian of agreements with donors and monitors reports.
• Attends meetings of Planning and Finance sub-committee.
• Assists the in managing the General Planning sub-system of the Planning Unit.

1.18.2 QUALIFICATION AND EXPERIENCE

1.19 PRINCIPAL RECORDS MANAGEMENT ASSISTANT I 1 POST 1.19.1 DUTIES AND RESPONSIBILITIES
• Assists in co-coordinating all general services/activities of the Institute (Secretaries, Office attendants)
• Advises on filing system;
• Ensures that the offices and surroundings are clean;
• Liaises with the Personnel Office on matters regarding recruitment; discipline and appraisal of staff in his/her section;

1.21 SENIOR HUMAN RESOURCES AND ADMINISTRATION OFFICER 1 POST 1.21.1 DUTIES AND RESPONSIBILITIES
• Allocates manpower, and communicates conditions of service to staff.
• Prepares manpower planning and training programmes,
• Deals with pension and terminal benefit schemes.
• Assists in collecting, analysing and presenting manpower statistics.
• Assists in conducting periodic surveys to determine the prospective manpower demands and supply situation with respect to situations requiring the largest investment of time and money.
• Deals with staff welfare matters such as sport and games, canteen, burial services and any other welfare matters required for members of staff.

1.22 SENIOR MARKETING OFFICER1 POST 1.22.1 DUTIES AND RESPONSIBILITIES
• Carries out marketing and information education communication (IEC) functions
• Prepares marketing communication materials to be published externally I line with the principles and guidelines established by the Institution

1.23 SENIOR INFORMATION TECHNOLOGY SPECIALIST 1 POST 1.23.1 DUTIES AND RESPONSIBILITIES
• Identify system platform,
• components and dependencies;
• Review and provide input for application user documentation;
• Participate in peer code review;
• Assist in training technical support staff;
• Participate in development of user training plan;
• Define system and software application requirements;
• Validate design scheme and models;
• Participates in quality reviews on all software prior to delivery;

1.24 SENIOR LIBRARIAN 1 POST 1.24.1 DUTIES AND RESPONSIBILITIES
• Promotes the use of IT in improving library services.
• Undertakes independent research and initiate the use of the research findings in documentation and dissemination;
• Supervises and trains junior Librarians;
• Assists Senior Librarians in obtaining various publications and maintains their records;
• Undertakes specific project activities;
• Undertakes training of students and staff on cataloguing and classification;
• Performs any duties as may be assigned.
1.24.2 QUALIFICATION AND EXPERIENCE
• Masters Degree in Librarianship from a recognized Institution with an added working experience in a library of at least three (3) years plus demonstrated advanced skills in computer application.

1.25 ASSISTANT ACCOUNTANT 1 POST 1.25.1 DUTIES AND RESPONSIBILITIES
• Ensures that all invoices are properly recorded and filed after payments.
• Properly posting of all primary data in the respective journals

• Maintains Petty Cash Journals

• Prepares various accounting schedules as directed by supervisor

1.25.2 QUALIFICATION AND EXPERIENCE
• Ordinary Diploma in Accountancy from a recognised institution. One (1) year of experience in this field is added advantage.

1.26 PERSONAL SECRETARY II 2 POSTS 1.26.1 DUTIES AND RESPONSIBILITIES
• Types all general correspondence and non-confidential matters.
• Types letters, minutes, notes, bulletins, circulars, certificates, charts and stencils.
• Duplicates reports, letter etc.
• Takes proper care of all machines under his/her charge and make sure they are used for official work only.
• File copies of typed letter in relevant files.
• Receives and directs visitors.
• Makes sure there are all necessary facilities for proper job performance e.g. typewriters, different typing papers, carbon papers, erasing ink, ribbons.
• Performs any other duties as may be assigned by his superiors.
1.26.2 QUALIFICATION AND EXPERIENCE
• Certificate of Secondary Education with certificate in office practice and Secretarial Duties grade III and has 80 w.p.m. shorthand knowledge from a recognised institution.
• Certificate in Basic Computer skills (Windows, MS Office and Publisher).Must have three years work experience in related field.

• Answers calling signals from subscribers within and distant exchanges

• Makes bookings for international exchange and prepares necessary records and report to his/her Supervisor

1.27.2 QUALIFICATION AND EXPERIENCE
• Certificate of Secondary Education with principal passes in English, Swahili and Basic Mathematics. Lower Standard Telephone Operators Examination will be added advantage.

1.28 DRIVER II 2 POSTS
1.28.1 DUTIES AND RESPONSIBILITIES
• Drives WDMI vehicles skillfully.
• Maintains and keeps up-to-date log-books.
• Adheres to Maintenance Schedules.
• Keeps motor vehicle in good running conditions and reports immediately faults and defects to Transport officer.
• Ensures that valid documents are obtained prior to commencing any journey.
• Ensures safety and cleanliness of the vehicle at all times.

• Certificate of Secondary Education and a valid class ‘C’ Driving License, Must have Trade Test two with at least three years continuous driving experience. Driving experience from any recognised institution is added advantage.
1.28.3 REMUNERATION
