Service Title: Senior Virologist Services for Laboratory Strengthening Place of Performance: Lusaka, ZAMBIA
Service Objectives:
Under this task order, the contractor will independently provide support services to satisfy the overall operational objectives of Centers for Diseases Control and Prevention, Global AIDS Program-Zambia. The primary objective is to provide contractor services and deliverables through training and support development of the National HIV Laboratory Quality Assurance Program.
Duties will also include assistance with “national rollout” and finger prick training for the new rapid testing algorithm. Develop and implement internal and external quality assurance programs in collaboration with MoH, UTH and other partners.
The following laboratory areas of HIV testing include: (1) Volunteer counseling and testing (VCT); (2) Prevention of Mother to Child Testing (PMTCT); (3) Infant HIV diagnosis by real time and conventional Polymerase Chain Reaction (PCR) testing (4) HIV resistance and Genotyping analysis; (5) Sentinel surveillance testing and BED Assay.
The individual will work with the CDC laboratory infrastructure team and other laboratory partners to accomplish the goals of the President’s Emergency Plan for AIDS Relief in Zambia.
Task Requirements:
Candidate tasks to be performed (likely only some will be done in each time frame, depending on project requirements and other human resources in timeframe): • Training laboratory technologists in equipment operation, maintenance and service • Review documentation procedures and provide recommendations for HIV quality control and quality assurance activities. • Develop evaluation and national assessment reports on HIV testing performance • Provide guidance and documentation for HIV testing based on College of American Pathology and other recognized international accreditation programs. • Provide guidance, documentation and support for workflow and improving human resources capacity in various areas for HIV diagnosis.
Task Deliverables:
• Provide and monitor use of Standard Operating Procedures ( SOP’s) • Develop and support laboratory data management systems for documenting quality control and quality assurance • Provide audit report of periodic equipment maintenance audit report for internal and external QA programs • Training activities and competency reports for laboratory support staff and technologists performing HIV testing functions Minimum Qualifications and/or Certifications:
• Required to reside and work in Lusaka, Zambia.
• Documented skills and expertise and scientific publications in HIV testing systems • Computer literate/use of basic soft ware programs • Quality assurance experience for rapid HIV testing; PCR and genotyping assays. • Supervisory and laboratory training experience in an international setting • Capacity to work independently and with a team • PhD in Laboratory Sciences • 5 years working in an international setting • Excellent communication and organizational skills
