Job Title: | Monitoring and Evaluation Coordinator |
Responsible to: | Country Director / Assistant Country Director |
Responsible for: | Consultants |
Liaises with: | Assistant Country Director, Finance Manager, (Senior) Programme Managers, Programme Support Officer, International Volunteers, external agents and consultants, donors. |
Purpose of Post: | To develop, roll out and oversee the implementation of a comprehensive M&E framework that will 1) enable VSO South Sudan to assess the effectiveness and impact of its programme(s), and 2) contribute to a global body of evidence that shows the value of volunteering in international development |
Anticipated starting salary: | Grade 5 Pint 1 with gross salary of 6981 SSP plus attractive benefit package |
Summary of Duties

· Develop a comprehensive M&E framework in support of VSO’s programme in South Sudan
· Develop a Management Information System (MIS) that supports the M&E framework.
· Develop guidelines and training materials to support the implementation of the M&E framework
· Provide technical assistance and training to partner organisations and volunteer in M&E
· Coordinate data-gathering and reporting by partner organisations and volunteers.
· Commission the design and implementation of an impact study by external consultants and manage the relationship between VSO and the consultants
· Manage the budget for M&E and coordinate reporting to donor agencies
· Contribute to the development of a global body of evidence that reflects on the value of volunteering in international development
Summary of Essential Skills and Experience
· Education at MSc level or equivalent and extensive experience in evaluation and/or research
· Being up-to-date on the current international debate around development effectiveness and research and evaluation methodologies
· Experience of conducting evaluations of large and /or complex development programmes.
· Excellent analytical and problem solving skills including data analysis and statistical packages
