| Description of duties: Under the direction and supervision of the ICT Assistant (Infrastructure Services), the incumbent will perform the following duties: 1. Support the operation if the IT Platform at the Regional Office, Country offices and Field offices: Assist in the implementation, integration and ongoing administration of IT infrastructure hosting facilities to host WHO applications in line with WHO ICT standards; Assist in the administration of the SEARO servers including Windows operating systems environment, servers virtualization and Exchange and applications servers; Support performance management and usability of IT platforms, web and messaging applications and hosting environment for other applications; Provide installation and trouble shooting support to Country offices related to IT platform services; Assist in the implementation and management of effective storage and high availability solutions for servers; Assist in monitoring operation and in administration of platforms systems and take actions to ensure systems availability, security and integrity; contribute to development and reporting of key performance indicators; Assist in the configuration and administration of monitoring systems for IT Platforms in SEA offices line with WHO global IT systems and standards and perform regular monitoring of systems' components and performance; Assist in testing of ICT Disaster Recovery plans for Regional office, Country offices and field offices; Work with Service providers and vendors on correcting faults and performing required maintenance of servers and other IT platforms systems installed in SEARO Data Centre. 2. Support efficient Service Delivery and robust Configuration Management: Assist in implementation and ongoing compliance to Information Technology Infrastructure Library (ITIL) standards for efficient service delivery; Document and maintain configuration and communication related to Data Centre and ICT infrastructure and platforms environment; Assist in maintaining checklists, procedures and processes for effective ICT infrastructure support and service delivery; Act as technical interface and escalation point for ICT Helpdesk and provide second level support and recommend corrective actions; Contribute to the management of Data Centre and associated ICT facilities in order to render high up time of ICT infrastructure, technically liaise with external vendors and service providers for timely rectification of any related problems. 3. Support in maintaining the security and integrity of SEAR's IT platforms and hosting environment and ensure its compliance with WHO IT Security Policy and Standards: Assist in implementing ICT policies and Disaster Recovery plans for IT platforms at Regional office, Country offices and field offices; Assist in performing security assessments and in implementing systems hardening and security measures in accordance with industry best practices and WHO IT standards and guidelines and deploy security patches and necessary updates on all servers installed in SEARO and country offices; Assist in the deployment and administration of centralized Anti virus software in SEARO and country offices; Regularly monitor completion of all daily backups in SEARO and in liaison with Country office ICT staff; Regularly monitor and review security related events on servers and hosting environment and take necessary measures to prevent compromise of systems. 4. Assist in the implementation of WHO Identity Management System (WIMS) in SEARO and country offices in the SEA region, and provide ongoing support for administering user accounts in WIMS and local Active Directory. 5. Provide secondary support and serve as a backup for other team members in the ICT Infrastructure Services team, carry out any other duties relevant to the job, as required by the supervisor. | |
| REQUIRED QUALIFICATIONS | |
| Education: Secondary School education supplemented by relevant courses in Information Technology. Certification required for Microsoft Certified System Engineer (MCSE), Information Technology Infrastructure Library (ITIL). Proficiency in Windows operating systems environment, MS Exchange , MS Proxy server and Microsoft Internet Information Server, Management of routers. | |
| Skills: Extensive experience in implantation of server farms, web hosting services, data centre administration, windows network operating systems Strong understanding of TCP/IP internetworking and related services. Strong knowledge of systems management, performance tuning and monitoring tools. Good knowledge of Information Technology Infrastructure Library (ITIL) framework. Strong team oriented interpersonal skills and sound analytical and problem solving skills. Ability to meet deadlines and produce results, cope with constant work pressure, adapt to change in technology and move forward in a changing environment. Communicating in a credible and effective way, good presentation skills and ability to produce documentation and reports. | |
| Experience: At least five years of progressively responsible experience in the field of IT platforms, IT systems security, Windows Servers and MS Exchange implementation and management. Experience in implementing ITIL based service delivery, developing and implementing IT policies, threat and risk assessment. | |
| Languages: Good knowledge of written and spoken English. | |
