1.0 Background
Intermón Oxfam (IO) is International NGO whose Head Office is in Barcelona, Spain. IO has been working in Southern Sudan since 1992 and implementing WaSH, Food Security and Livelihoods, Emergency Humanitarian Responses and Education programmes.
This Food Security and Livelihoods intervention was part of a programme, principally funded by Spanish Corporation (AECID) under the title ‘Support for the reconstruction of the provinces in Southern Sudan which are affected by the Peace Agreement of January 2005: support for those who have returned, with special focus on the educational sector’. It is complementary with the Education action which was the priority of the grant agreement and it’s aligned to the geographic and sector priorities established in the Spanish Cooperation Master Plan for the period from 2005 to 2008. With regard to geographic priorities, as established by the Master Plan, Sudan falls under the category of countries with special treatment. The food security and Livelihood programme was intended to enhance the communities’ resilience against shocks such as future droughts, floods, hunger gaps etc. The programme components included
a) better agricultural practices/technology to increase production and improve farm produce quality, diversification of agricultural activities – involving small stock promotion, vegetable production, apiculture, introduction of drought-flood tolerant crop varieties, fruit trees promotion, b) support in the resettlement and integration of returnees, addressing resource-based community conflicts (involving crop farmers and livestock keepers) and c) Training communities and field–based workers in improved agronomic practices and disaster mitigation & preparedness and; capacity building in areas such as monitoring and evaluation and organizational management for the implementing partner.
The funding commenced in 2007 for a period of four and a half years. The food security and Livelihood programme was implemented through HARD. HARD national Non Governmental organization run by indigenous south Sudanese whose main objective is to create conditions for the social and economic progress through participation and commitment of communities. IO is in the process of identifying a competent consultant (s) to conduct an end of programme evaluation.
2.0 Overall evaluation objectives:
The consultant shall determine the extent to which the expected outcomes were achieved and how they contributed to the achievement of the project objectives. Assess the effectiveness of the project approach and key strategies in achieving the project goal Identify and document both short and long term project impact and any unforeseen impact whether negative or positive Identify and document key lessons learnt from the project approach, identify what these lessons demonstrate for the replicability of the programme approach and how the lessons can be used to implement related projects in the future Specifically, the evaluation should address the following aspects:
a) To review the outputs, outcomes and assess the direct and indirect impacts of the specific actions and cumulative impacts with particular emphasis to women, children and the poor. b) To assess the effectiveness and efficiency of the Program c) To critically analyze the implementation and management arrangements of the Program d) To identify lessons concerning program design, implementation and the overall management process e) To assess relevance, effectiveness, efficiency and sustainability and contribution of the program to empower the beneficiaries and partners. f) To critically asses the major strengths and limitations of the program and draw lessons for the future programming.
Project performance will be measured based on the quantitative and qualitative indicators defined in the Logical Framework and the Results Framework of the Project Document. The Report of the Evaluation will be stand-alone document that substantiates its findings and conclusions
2.0 Methodologies
Proposed methodologies should include quantitative and qualitative approaches, in a manner suited to the time allotted and the scope of programme. The major participatory evaluation tools that shall be employed and it includes;
a) Focus group discussion with informants from various social/gender and age groups: (women, men, boys, girls, etc). b) Key Informant Groups: The local elders, community leaders, teachers, health staffs, development agents, etc. The numbers clusters and combination of the key informants will be determined from the proposals of the consultants. Moreover, the consultants are expected to prepare the detailed discussion guide questions for the focus groups and KIGs. c) Field level observation including transact walk: the evaluation team members will conduct visit to the major activity sites, observe the accomplishment status at field level, discuss with beneficiary individuals/groups and capture their feelings on the status. d) Document review: Useful records and documents will be utilized as secondary sources to enrich the data gathering works e) Participatory Survey.
5.0 Required Deliverables
a) Final methodology section (agreed following consultant selection) b) An evaluation work plan c) Finalized data collection/survey tools d) A draft evaluation report e) Final report to be presented to IO
6.0 Implementation period
The evaluation shall take place during March and April 2012 and the consultant (s) shall be engaged to accomplish the task for a period not exceeding 8 weeks
7.0 Qualifications:
a) A reliable and effective evaluator with experience in conducting participatory evaluations and a proven record in delivering professional results. b) A minimum of Masters level in Agricultural Economics or related fields c) Knowledge and previous experience in evaluating food security and levelihoods d) Fully acquainted with participatory methodologies for MEL e) Fluent in English, both in written and spoken
