The Embassy of the United States of America’s Centers for Disease Control and Prevention in Kigali is recruiting for the position of Clinical Transition Specialist
BASIC FUNCTION OF POSITION
Job holder is responsible for providing technical assistance to the MOH-Decentralization and Integration Department (DID) in managing the clinical activities transitioned to MOH from for Track 1.0 international partners. The job holder provide direct technical assistance for supportive supervision and mentorship activities provided by DI and RBC/IHDPC staff at health facility and central levels; advise on efficient implementation of work plans for HIV clinical services supported by CDC. In collaboration with CDC Transition Team and MOH, job holder will participate in planning, coordination, and documentation of HIV clinical program activities and support CDC in the quality of clinical mentorship activities and management to the MOH and other implementing partners using the correct USG procurement processes. Job holder will report directly to the Senior Track 1.0 Transition Manager and will work closely with the DI Department at the Ministry of Health (MOH) and agency program managers. The position will be located at the Ministry of Health.

QUALIFICATIONS
All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item
1. A Medical Doctor (MD) from a recognized university is required
2. At least 5 years experience working in clinical settings, Health Systems or Public Health is required.
3. Level IV English, Level III Kinyarwanda and Level II French required.
4. The job holder must have knowledge of the policies, procedures and regulations of the Government of Rwanda related to health care delivery and public health issues commonly encountered in the implementation of HIV programs. The incumbent must have monitoring and evaluation knowledge and an understanding of non-profit or international organizations. Must be knowledgeable of operations of the Rwanda ministry of Health and of CDC’s policies regarding PEPFAR programs in Rwanda
5. The position requires accomplished writing skills, keyboarding and computer skills with standard knowledge of office software applications, including word processing and spreadsheets. Ability to organize, plan ahead and establish work plans for transition and clinical management processes is required. Incumbent must have very good interpersonal skills, and ability to communicate at all levels from district to ministerial levels. Ability to work in multicultural settings is required.
SELECTION PROCESS

ADDITIONAL SELECTION CRITERIA
1. Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.
2. Current employees serving a probationary period are not eligible to apply.
3. Currently employed US Citizens EFMs who hold a FMA appointment are ineligible to apply for advertised positions within the first 90 calendar days of their employment.
4. Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the 90 calendar days of their employment, unless currently hired into a position with a When Actually Employed (WAE) work schedule.
