Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Background:

Since 2003, IOM in the Southern African region has focused on Health Promotion and Assistance for Migrants through its regional programme, "Partnership on HIV and Mobility in Southern Africa (PHAMESA)." The overall objective of PHAMESA is to contribute to the improved standards of physical, mental and social well being of migrants by responding to their health needs throughout all phases of the migration process, as well as the public health needs of host communities, using IOM's network of regional and country missions and partnerships with Regional Economic Communities, National AIDS Councils, Ministries of Health, ministries of sectors dealing with mobile and migrant workers, private sector companies, unions, United Nations (UN) partners and international and local non-governmental organizations (NGOs).

Context:

Under the direct supervision of the Chief of Mission (CoM) and with the technical guidance of the Regional Migration Health Unit at the Regional Office (RO) - Pretoria as well as the Migration Health Department at IOM Headquarters, the successful candidate will be responsible for developing and implementing Migration Health programmes, as well as supporting general IOM project development in Zambia.

Core functions/ responsibilities:

  1. Manage the on-going migration health projects, including liaison with national/local authorities, developing logical frameworks, producing progress and project narrative reports, interim and final reports according to the requirements of IOM/donor and reviewing of monitoring reports and financial control.

  2. Provide technical support in the area of migration health to other IOM programmes, especially in mainstreaming Gender and HIV components in operations/ movements, counter-trafficking, migration corridors, border management, Disaster Risk Reduction, livelihoods and research activities.

  3. Support the development of migration health projects in Zambia in line with IOM Migration Health global and regional strategies.

  4. Support to the Regional Migration Health Unit in RO Pretoria in developing and implementing regional migration health programmes (e.g. advocacy projects, regional workshops, and technical input to regional proposals, etc).

  5. Liaise with stakeholders from the government (e.g. Ministry of Health, National AIDS Council, other relevant line ministries), UN partners, donors, civil society and academia to advocate for migrants' right to health and raise the profile of IOM's migration health programmes in Zambia. This includes representing IOM as a member of various coordinating bodies such as the UN Joint Team on AIDS and the Zambia Cooperating Partners Group on HIV and AIDS.

  6. Liaise with implementing, technical and other partners and facilitate regular mentoring, training and support, as necessary as well as with IOM's Media and Information Division in Geneva and Pretoria including developing and sending regular press briefing notes on any migration health issues.

  7. Participate in UN Thematic groups and coordinate Technical Working Committee meetings for Migration and Development for Africa (MIDA) , including, liaison with the Ministry of Labour, Ministry of Finance and National Planning and Office of the President.

  8. Conduct regular technical presentations on IOM's Migration Health programmes and research, particularly within the Southern Africa Development Community (SADC) region.

  9. Prepare annual and quarterly Migration Health work plans and monitoring reports, as per an agreed format and with specific indicators, for submission to the Regional Migration Health Unit in RO Pretoria.

  10. Support IOM Zambia in other programme areas when necessary, including project development in non-health service areas.

  11. Undertake duty travel relating to migration health, as required.

  12. Perform such other duties as may be assigned.

Desirable Qualifications and Experience

a) Completed advanced university degree from an accredited academic institution, preferably in Public Health, International Relations or Social Sciences and/or an equivalent combination of training and experience; b) two years of experience in migration health and international public health; c) experience working with international humanitarian organizations or government institutions in a multi-cultural setting; d) previous experience in health related project development, implementation and reporting; e) previous experience and proven knowledge of the national development environment in Zambia and the social and political development in Southern Africa an asset; f) previous experience in drafting as well as statistics and coordinate administrative activities; g) previous work experience with IOM or UN agencies a distinct advantage.

Languages

Thorough knowledge of English.
