POSITION: A.I.D Project Management Specialist (Nutrition), FSN-11

WORK HOURS: Full-time; 40 hours/week.
USAID/Rwanda is seeking an Ordinarily Resident citizen or individual with the required work permit for employment as A.I.D Project Management Specialist (Nutrition).
BASIC FUNCTION OF POSITION
The selected candidate will be responsible for activities related to nutrition that include the promotion of breastfeeding, appropriate weaning practices, better food choices and coordination with the Agriculture Team to improve food security and the availability of nutritious foods through home gardening, food fortification, prevention of malnutrition, nutrition interventions at facility, community and household levels, food security, and strengthening the enabling environment (policy strategies).
The Nutrition Specialist will provide strong understanding of and experience working in the area of nutrition and food security, country program planning and strategies, monitoring, data analysis, coordination at in-country, regional, and global levels, program planning and reporting, capacity building and implementation of tasks related to nutrition. S/he will work with national policymakers, program managers and technical experts within the Health and Economic growth Teams, program partners, relevant Ministry personnel (e.g. MINISANTE, MINAGRI, MINECOFIN) at central, provincial, district and community levels, donor partners and other nutrition stakeholders as appropriate.

QUALIFICATIONS REQUIRED
NOTE: All applicants must address each selection criteria detailed below with specific and comprehensive information supporting each item.
Education
Bachelor's degree in public health, nutrition or related field.
Prior Work Experience
Minimum 5 years' relevant professional experience to public health, especially on nutrition, project management and administration.
Language Proficiency
Proficiency in written/spoken English is required. Must have strong oral and written communications skills to develop and maintain effective, sustainable working relationships with national and international working partners.
Knowledge:
1. Expert knowledge of current health and nutrition issues and interventions;
2. In-depth knowledge of Maternal, Child Survival and nutrition programs, policies, regulations and background on development and administration of national/international public health programs;
3. Detailed knowledge of Government of Rwanda health care and nutrition-related systems and structures including familiarity with MINISANTE policies, program priorities and regulations.
4. Good working knowledge of overall administrative requirements, budgeting and fiscal management in support of contracts/cooperative agreements/grants/purchase requisitions;
5. Working knowledge of USG public health programs, strategies, methods, processes and techniques used to plan, develop, implement and evaluate results of public health programs.
Skills and Abilities
1. Ability to analyze, understand and discuss new program design, management and implementation approaches, including the development of evaluation designs, use of reliable and valid instruments, and methods for data collection, analysis and reports.
2. Strong computer literacy in word processing and data collection applications (WORD, EXCEL, etc) is also required.
3. Strong skills in interpretation of program monitoring and evaluation data;
4. Ability to manage administrative and project management systems for programmatic impact and sound resource management.
