Overall responsibilities include developing and implementing plans with the TPD Team; supporting training of Idara and Muderiya staff; regularly reporting on the progress of the Program; and maintaining good relationships with counterparts.
S/he works in a team with the Field Operation Leader and TPD Advisors on a day-to-day basis related to work habits, logistical support, and external relations. As leader of the GILO TPD Team, the position is responsible to contribute to issues resolution, programmatic and administrative planning. The TPD Director is expected to devote up to 10% of her/his time for field travel.
Essential Duties:
Area 1: Develop and Build Relationships with TPD, GILO Management Team and Governorate MOE Muderiya Team
• Orient GILO staff to EGRP strategy, standards and materials
• Collaborate with Field Operations Leaders to support MOE to expand EGRP Approach
• Lead TPD Team in building Muderiya/Idara Team that will lead GILO EGRP activities
Area 2: Lead implementation of EGRP at Central and Governorate Level
• Lead Orientation for MOE Muderiya Team on EGRP Approach
• Lead TPD Team to develop short-term and long-term planning for Muderiya EGRP expansion
• Lead planning for EGRP training for Muderiya, Idara, Supervisors, Principals, SBTEU, and TSU
• Ensure assessment tools and systems are in place to help the GILO Team identify needs and achieve impact
• Support TPD Advisors and TPD Specialists on all aspects of EGRP
• Collaborate with Communications to develop/review talking points and presentation materials for GILO Early Grade Reading Program; infuse Gender; and support social marketing activities and products
• Work with M & E staff to develop mechanisms to track
Area 3: Participate in Training and Field Visits
• Internalize GILO EGRP purpose and immediate results among TPD Team
• Organize and plan workshops and other activities to ensure all GILO Governorates share a common vision and strategy about EGRP including an integrated Gender Sensitivity Approach
• Support Muderiya TOT Training for EGRP Approach
• Support Muderiya and Idara to implement and document TPD Activities
• Conduct regular visits to maintain a clear understanding of field issues and to ensure common understanding of the GILO EGRP approach
• Identify qualified short term consultants as needed
• Support TPD Team to transfer best practices and lessons learned
• Identify key areas of EGRP assistance needs
Area 4: Participate in Annual Work Plan and PMP in collaboration with GILO Team to ensure successful achievement
• Participate in developing the Annual Work Plan and PMP with the GILO Team
• Lead development of TPD Monthly Plans to support implementation of Annual Work Plan
Area 5: Lead Quarterly Report Development
• Collaborate with GILO Team to collect information, photos and reports for quarterly report including: Training Results disaggregated by gender and direct support to increase women teachers and supervisors
• Submit quarterly report as scheduled to COP
Area 5: Oversee Smooth Implementation of Site Visits and Cross-Visits
• Contribute to smooth implementation of site visits and cross-visits for counterparts, donors and visitors
Area 6: Oversee EGR Approach Representation
• Oversee GILO TPD representation on one or more of the following: MOE WG, PAT Committee, Community of Practice Committee, Policy Review Committee, GILO Products Committee, and others as needed
Minimum Required Education & Experience
• Masters or Doctorate degree in education
Experience :
• Minimum ten years experience in management and coordination of development projects in education sector
• Significant experience in education development for reading and/or literacy
• Track record of performance excellence meeting targets and objectives
• Successful work at various levels in the Governorates
• Experience in planning and coordinating project and program field work
• Experience with USAID-funded projects preferred
Skills and Abilities
• Strong analytical, planning, forecasting and research skills
• Excellent managerial, supervisory, and interpersonal skills
• Ability to manage multiple priorities and demanding timeframes
• Ability to work independently with minimal supervision
• Must possess excellent spoken and written English communication skills (Arabic skills preferred)
• Ability to travel minimum 10% of the time
