The Maternal Child Health (MNCH) Advisor is responsible for the oversight and technical direction of primary health care service delivery, and community strategies and interventions to further reduce maternal and child mortality and morbidity. SHTP II Program activities include a full range of maternal health interventions in the areas of family planning, nutrition, vaccination, and reproductive health, community-based programs using key maternal and child health, nutrition, and hygiene messages, emergency obstetrical care activities focusing on Post Partum Hemorrhage (PPH), at community and facility levels, exclusive breastfeeding, malaria and pre-natal education for pregnant women, neonatal care, and safe birthing and motherhood. The MNCH Advisor works within the SHTP II Team and play an active role in the development, conceptualization, and implementation of SHTP II’s MNCH programs. The role requires ensuring close collaboration with other MSH program teams where there are areas of mutual technical interest and with Sub Contracting Partners (SCPs) implementing our programs in 14 counties under the 10 states of the republic of South Sudan.
Specific Responsibilities:
Leadership
• Provide guidance in maternal and neonatal health areas and strategies with focus on prevention of post partum hemorrhage; • Develop and implement a community-based intervention for maternal health focusing on Post partum hemorrhages and essential newborn care; Work closely with SCP especially those involved in the PPH activities; Provide guidance in designing and implementing monitoring, evaluation, and research activities within SHTP II technical area; • Represent SHTP II/MSH II in national and regional MNCH and develop and maintaining relationships with colleagues and donors in country, region and worldwide networks;
Management and Program Implementation
• Assist in ensuring efficient and effective management of MNCH activities with focus on PPH, programs and projects; • Lead country level comprehensive PPH prevention activities at community and facility level • Provide technical supports for the comprehensive PPH prevention Technical taskforce under RH Coordination forum of the MoH RSS; • Provide support to midwifery association to lead the professionalization of midwifery in South Sudan; • Liaison of SHTP II with MSH home office technical team in Maternal, neonatal, child health; • Assist in development of work plans, project papers such as PPH policy, training curriculum, job aids, etc, technical reports, and manage these processes to ensure that programs and strategies are designed & implemented; • Provide technical support to SCPs including program monitoring, identifying areas to be strengthened, and supporting targeted capacity building efforts;
Business Development
• Identify and communicate potential opportunities for new business and new or leveraged funding sources; • Contribute to proposal design and writing; to expand MNCH services. Knowledge Management and Sharing • Promote communication and focus for creating a learning environment across SHTP II/MSH on MNCH issues; • Ensure the sharing of MNCH information and knowledge across all programs; • Identify programmatic successes, challenges and lessons learned, and document these for internal use, and external audiences.
Qualifications:
- Master’s degree in public health, or Advanced degree in Nursing, Midwifery, or MD or closely related field.
- Recognized expertise and significant experience and achievement in maternal/child health systems strengthening, health services, and service delivery.
- Familiarity with the structure, systems and policies of the public and private health sector in South Sudan.
- Proven strategic planner and team leader with strong technical knowledge, conceptual and analytical ability.
- Proven operational skills and experience preferably in post conflict setting.
- Experience in implementing a community based intervention.
- Demonstrated strong written and verbal communication skills, including public speaking.
- Demonstrated capacity to oversee development of work plans, monitoring and evaluations, and reports.
- Available to travel within South Sudan as needed.
