Qualification:
Advanced university degree in Communication, Journalism, Public Relations, or equivalent professional work experience in the Communication area, combined with an advanced university degree in a related discipline*.
Twelve years progressively responsible professional work experience in communication, print and broadcast media or interactive digital media, eight of which should be in developing countries, and four at the senior management level.
Strong in communication and media relations utilizing conventional media and new social platforms (given the large youth population in MENA, its preference with the new media). With proven ability to handle media and press relations in sensitive and complex emergencies and political situations.
Proven abilities in working with the media / journalists to advocate for childrens' rights/human rights, promote the work of UNICEF, protect its reputation and address political issues (sensitive or otherwise).
Experience of acting as your Organization's spokesperson in the media.
Strong leadership / managerial competencies to lead the communication function, both in the Regional Office and with Country Offices in the region.
Knowledge of private sector fund raising to lead and implement the region's communication strategy for private sector fundraising. Experience of private sector fund raising will be an advantage.
Knowledge in Communication for Development to facilitate UNICEF's engagement with youths.
Fluency in English and another UN language is required. Fluency in Arabic or French would be an asset.
Knowledge of: Communication Toolkits; Ethical Guidelines on Reporting; and Knowledge of principles of gender parity and equality
*A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
Key Expected Results:
You will develop / maintain the regional strategy to highlight children's issues on the agenda of key regional organisations and media institutions and strengthen political will in support of UNICEF's mission and objectives. Include coordinating planning processes based on assessment, analysis and development of a communication plan to enlist the support of the mass media, opinion makers, political leaders, regional governmental and non-governmental institutions, Donors, private sector etc., in the promotion of organizational goals. Monitor and evaluate the impact on objectives and the image of UNICEF in the region.
You will provide technical guidance to UNICEF MENA Country Offices on communication and advocacy strategies, activities, monitoring and evaluation processes, including recommending key changes, consultancies and contractors to meet requirements for outsourcing. Undertaken through inputs to the country programme planning milestones (e.g. situation analysis, country strategy, Mid-Term Reviews, etc) as well as regional processes (e.g Regional Management Team, Programme Budget Review, Review of Annual Reports).
You will provide overall leadership to all advisers/officers within the Advocacy and Communication cluster ensuring appropriate coordination and support for all team members as well as streamlining messages and communication between the region and country office on issues relevant to that cluster.
You will provide leadership for UNICEF’s media and public outreach, particularly the formulation of public statements on sensitive issues, acting as one of UNICEF’s contact persons with Arabic and French language media. Spokesperson, and responding to media enquiries. Guide, orient and coordinate activities of UNICEF Regional Goodwill Ambassador(s).
You will develop plans for building UNICEF’s capacity to conduct professional communication operations in the MENA region, including identifying country requirements, assisting with staff recruitment, managing regional communication training for UNICEF spokespersons and staff, maintaining regional staff exchange programmes and assisting with evaluations of staff performance. Organize regular meetings of communication staff to exchange experience, and facilitates training activities (workshops, seminars, orientation courses, training modules, on-the-job training) to update professional skills, especially of National Officers, and build their capacity to undertake communication activities. Focus especially on strengthening the capacity of staff in countries facing emergencies which have special and urgent communication needs.
