Job Title: Programme Manager-Capex

Reports to: Chief Technical Officer Department; Engineering
Job Purpose:
To plan, execute, and complete projects according to strict deadlines and within budget including acquiring resources and coordinating the efforts of team members and third-party contractors or consultants in order to deliver projects according to plan.
Key responsibilities:
• Provide direction and leadership to the project implementation team.
• Provide input to senior management on implementation measures consistent with corporate objectives of cost effective utilisation of resources.
• Ensure the Capital Expenditure programme (approximately $25million annually) is completed on time, within the budget set and to the required safety, environmental and technical standards.
• Ensure maximized capitalization of projects through timely closing out of projects after physical completion.
• Report to senior management on implementation progress and identify critical issues for resolution.
• Ensure development, skills transfer and training of project engineers to fully undertake the professional scoping and design of substation projects. Maximum allowable scoping deviation for each project is 5%
• Setup systems, specifications and reporting formats for consulting engineers that will provide a design and project management support function until such time that sufficient skills have been transferred to Umeme staff Ensure development skills transfer and training of Clerks of Works to fulfill their required tasks professionally.
• Ensure professional and timely projects implementation by the projects team with timely and relevant reports to monitor progress
• Ensure good and relevant recordkeeping of project documentation
• Ensure professional contract management of each project
• Accountable for capital investment accounting reporting with the support of the capital financial analyst / support service.
• Perform any other duties as may be assigned by the Chief Technical Officer from time to time.
Requirement:
Required Qualification & Experience:
• Bachelors Degree in Electrical Engineering
• A post graduate qualification in Business or Management will be an advantage
• International qualification as a project Manager, Prince 2, PMI At least five (5) years post qualification in a leadership role

• Knowledge of Computer data management packages e- excel, access
• Excellent oral and written communication skills.
