UGOPAP aims at improving livelihoods of smallholder families through civil society strengthening and good governace as well as increased family food security and incomes, the achievement of which is dependent on .effective advocacy and increased, sustainable market-oriented agricultural production.
The programme is implemented jointly by three other partners, namely the Central Archdiocesan Provincial Caritas Association (CAPCA), the Eastern Archdiocesan Development Network (EADEN) and Community Integrated Development Initiative (CIDI) Soroti. Advocacy is a key function of UGOPAP and will be carried out by all partners. However caritas Uganda will take the key role in national level advocacy through a UGOPAP civil society advocacy platform. In addition UGOPAP has a Programme Management Committee (PMC) to coordinate and provide oversight and harmony in the implementation of the programme. But at caritas Uganda level, the management of the programme is integrated into the systems and processes of UCS.
UEC now wishes to fill the following job positions in UGOPAP by recruiting highly self-motivated candidates who will be able to work with the rest of the team at UCS.
Policy and Advocacy Specialist (1)
Purpose of the Position: To spearhead the UGOPAP advocacy and lobby function, put in place and operationalise a common voice UGOPAP Civil Society Advocacy Platform hosted by Caritas Uganda and with its own web site.
Job Summary: carry out national level research and policy analysis; build professional capacity of Caritas Uganda and UGOPAP partners to engage in research, policy analysis and advocacy at various levels; carry out evidence based advocacy; integrate policy analysis and advocacy work in all Programme activities; support UEC to influence positive policy change in smallholder agricultural development, complex and multiple land tenure systems, environmental laws, climate change risks mitigation and adaptation on smallholder agriculture, financing of the agricultural sector, quantity and terms of agricultural credit, agricultural extension services, agricultural marketing infrastructures and value chain development as well as on issues of governance, poverty, rights and justice in society etc; form strategic alliances with civil society organizations in and outside Uganda, Parliament and development partners to influence policy change; develop and strengthen collaboration with government at national and local levels, research and academic institutions, resident foreign embassies and the private sector to dialogue and resolve pertinent advocacy issues.
Requirement:
Person Specifications: Must have University Degree(s) minimum being at Masters Level in Development Studies, Social Science, Economics, Project Management, Statistics, Law, International Development, Mass Communication or related subject(s) and related postgraduate diploma(s); At least 4 years of demonstrated working experience, at a senior position in a reputable organisation, in research and policy analysis of both qualitative and quantitative data, policy design and interpretation, writing and production of reports, policy briefs and publications; Experience in policy campaigns and dialogues with government at local and national levels; A proven capacity to influence decision makers and develop and manage strategic relationships to achieve common goals and objectives in a consortium setting; Familiarity with the Uganda National Development Plan (NDP), Government, especially Agricultural Sector Programmes and policies and also a good knowledge of NGO and Development partners work in agricultural development. Other Qualities and Competencies: A team builder and player, managing partner organisations and platform members’ diversities to champion policy influencing and achievement of results in livelihoods improvement and enjoyment of rights; Personal integrity, trustworthiness and concern for standards; Strategic thinking and proactivity; Results oriented and concerns for programme impact; Effective leadership, organizational, planning and communication skills; Writing and presentation skills; Good analytical and computer skills (MS Word, Excel, Access, Power Point etc) and MIS systems.
