Learning Coordinator - Procurement Governance in Home Grown School Feeding (HGSF) Project SNV Netherlands
Accra, Ghana (With frequent travel to Mali, Kenya)
The Learning Coordinator is part of the SNV HGSF team and reports to the Project Manager – HGSF Project located in the SNV USA office. He/She is responsible for ensuring that HGSF country coordinators and partners (located in Ghana, Mali and Kenya) have the full array of tools and supports needed to successfully participate in and deliver on the project’s Learning Objective. The HGSF Project is a multi-layered project to improve smallholder farmer access to the structured market demand presented by Homegrown School Feeding programs in Mali, Kenya, and Ghana.The Learning Coordinator will work centrally and can be based in any of the three countries, reporting to the project manager based in Washington, DC. This is a four-year project, funded by the Bill and Melinda Gates Foundation (BMGF).
Responsibilities
• The project’s Learning Objective aims to ensure effective monitoring and documentation of lessons learned for broad dissemination to increase the likelihood of replication/scalingup of the project. The Learning Coordinator will be responsible for the gathering of information, producing learning documents and other materials developed through the project, and their dissemination.
• Under the leadership of the Project Manager, the Learning Coordinator will ensure adherence to SNV’s practice of results measurement and learning from experience, consistently aiming to: 1) work towards better results; 2) learn from experience and 3) account for the results of its efforts. The aim is to prove and improve SNV’s contribution to impact for the poor, and determine whether these results are sufficiently relevant, effective, efficient, and sustainable.
• Production of the project’s Learning Plan, including milestones, timelines, and production and dissemination schedule. This includes development of the Learning Questions for the project, designing approaches to answering those questions through M&E, capturing good practices/challenges, and developing a dissemination plan. It is expected that major learning activities will begin in the second year of the project, yet baseline information and initial research will start at the beginning of the project.
• Oversee monitoring and evaluation plans of the country offices with regard to the project.
• Support Country Coordinators and other SNV staff on the international exposure of project activities and results.
• Provide technical assistance to the project staff to ensure they are gathering information in a consistent, uniform, and participatory way for effective comparison and evaluation.
• Identify appropriate consultants to conduct research activities, draft scopes of work as needed, and organize learning-related and dissemination events, including issue briefs and events sponsored by SNV or others.
• Work closely with SNV’s established structure of sector “Knowledge Networks” as an effective conduit for disseminating and sharing the permanent learning that takes place, especially within the organization, enhancing the work of one country or region based on the experiences of another.
Deliverables
• Production of a full learning plan for the project, with yearly adjustments.
• Successful delivery of all documentation of best practices and lesson learned for dissemination purposes, according to the project proposal.
• Documentation of M&E processes of the project.
• Support to and coordination of events and mechanisms for the dissemination of the lessons of the project.
• Periodic reports of progress on learning activities to the Project Manager.
• Development and maintenance of relevant partnership that support learning.
Requirements
• Master’s degree in social science or discipline related to agricultural development, business development or procurement governance is required; a Master’s degree is preferred.
• Proven capacity to use technology to facilitate networking, development of knowledge and sharing of best practices.
• Understanding of evaluation practices and data gathering instruments and processes, with preference for familiarity with participatory methods, focus groups, case study methodology.
• Ability to identify, conduct and compile research.
• Minimum of 3 years of experience working with development organizations I SubSaharan Africa required.
• Excellent communication skills in English, ability to write professional documents in English is required.

Accessibility: Accra has an international airport which is served by regular flights from/to international destinations. The roads are good.

Salary: This is a consulting position administered by SNV USA, under US labor laws.
The incumbent would be expected to work an average of 220 days per year. The range of the consulting fee is US$300 - US$400 per day, and will be established based on the candidate’s experience. All tax matters are the responsibility of the incumbent as applied to country of residence.
Contract Duration: Through September 2015.
