MSI - South Sudan’s (MSI-SS) goal is to meet the needs of underserved
people and dramatically improve access to sexual and reproductive
health services and use of modern family planning. (MSI-SS) is part of
the Marie Stopes International’s Global Partnership, which operates in
over 40 countries worldwide.
MSI-SS is building the capacity of its Juba support office team and
needs to recruit a
HUMAN RESOURCES MANAGER (South Sudanese Nationals Only)
Under the guidance of the Finance Director, the Human Resources
Manager is responsible for managing the overall provision Human
Resources policies and services for MSI-SS. The Human Resources
Manager is expected to bring a modern, business-like approach to the
leadership of HR functions. S/he will lead the development and
implementation of People & Development strategies that will support
the attainment of MSI SS’s organisational goals and objectives. To
achieve this, MSI SS requires an innovative, result oriented
individual who has a vision, and wants the challenge of developing and
managing organisational change.
1. Human Resources Strategic Development
• Contribute to the strategic direction of MSI SS;
• Lead the annual business planning process for people and development
and advise on HR aspects of other areas of business planning;
• To advise the management team on leadership and management of staff
in the HR context;
• Develop and implement a people and development strategy for MSI SS
supporting the achievement of organisational goals;
2. Human Resources Direct Responsibilities
• Develop recruitment and selection processes that attract and retain
high calibre, motivated people;
• Ensure a robust performance management approach is adopted across
the organisation and is linked to meeting organisational goals;
• Develop and update good practice HR policies that are simple and
consistent;
• Implement and maintain a grading a salary structure after conducting
an internal and external salary review process.
• Develop internal employee regulations
• Develop MSI SS’s training and development strategy and manage
implementation;
• Ensure the provision of a highly responsive, customer focused HR
services to other departments within MSI SS;
• Act as point of reference for South Sudan labour laws and compliance
for operating as an NGO/medical employer;
• Manage Health and Safety issues and create a comfortable working
environment for MSI SS employees;
• Lead special projects as assigned;
3. Internal and External Relations
• Donor and regulatory agency liaison: providing continuing dialogue
with actual and potential funding sources and government regulatory
bodies.
• Develop management information reporting systems and provide timely
reports to senior managers;
• Ensure that MSI-SS HR policies and practices comply with the
requirements of South Sudan’s labour and other applicable law;
• Responsible for liaison with external bodies and with legislative
authorities related to HR;
• Provide employee relations support and advice that ensures effective
communication between management and employees;
Performance and Success Indicators:
• Dynamic, productive, pro-active and effective teams. Settled
managers and staff who are committed to the development of MSI-SS;
• A proven track record of keeping management fully appraised with key
information, and for this information to be produced and presented
within deadlines;
• A track record of open, cordial and productive relations with donors
and regulatory bodies;
• Adequate representation of HR during the annual business planning
process;
• High rating of People and Development Scorecards and indicators;
• High rating of external audits;
• Developed HR policies, guidelines, handbooks and templates;
• Increased staff productivity;
• Reduced number of HR legal cases or disputes;
• Increased employee satisfaction;
• Decreased HR complaints and issues;
• Timely reporting;
• Effective disciplinary and grievance procedures;
Skills and Experience:
1. Qualifications
• Educated to degree level and holder of a either recognised
professional qualification in HR; Postgraduate qualification is
desirable;
• Fluent English (oral and written) and Juba Arabic (oral);
• Detailed knowledge of South Sudan’s labour laws
• Strong computer skills with knowledge of office software packages
are essential.
2. Experience
• Demonstrable post qualifying experience, preferably with some
commercial experience in recruitment; selection; performance
management; HR policy development and reporting;
• Successfully held an HR management position, ideally in a customer
orientated, dynamic organisation. Previous MSI experience is highly
desirable;
• Experience of implementing transformation in HR systems and
achieving organisational change, bringing modern, progressive
approaches to HR practice through systems and procedures
implementation;
• Familiarity with donor funded projects and project reporting is
desirable though commercial experience can be equally valid;
• Ability to manage the overall work process of an HR unit by ensuring
effective work assignments, supervision and development to ensure
availability of competent and well-motivated staff.
• Have experience of developing and successfully implementing a
strategy for HR aligned with organisational objectives;
• Proven ability to train and develop others;
• Experience of managing human resources in a multi-location
environment is desirable;
3. Skills
• Able to develop and articulate a clear strategic vision of HR;
• Negotiation, influencing and conflict management skills;
• Able to manage and motivate teams to achieve targets and to achieve
organisational change;
• Proven ability to ‘sell’ ideas, concepts;
