VACANCY ANNOUNCEMENT: HEAD OF STATISTICS DIVISION

In seeking to achieve these objectives, the African Union intends tostrengthen its capacity to deliver, by amongst others, the implementation ofits organization structure and the filling of all vacant posts.
The Commission ofthe African Union invites applicants who are citizens of Member States for thepost of Head of Statistics Division.

2. Major duties andresponsibilities:
Under the overall guidance of the Directorof the Economic Affairs Department, the Head of Statistics Division will beresponsible for providing advice on matters pertaining to development ofstatistical policies in Africa. In particular, he/she will have the followingresponsibilities:
Contribute to the conceptualization of a monitoring and evaluation mechanism of the AU’s policies, decisions, projects and programmes and identify relevant indicators for its implementation;
Coordinate the development and the collection of statistical information and data for the preparation of the monitoring and evaluation report as well as make inter-regional comparisons between various integration processes and models at regional level;
Coordinate the implementation of the African Charter on Statistics as regulatory continental framework for statistics development and capacities building of members of the African Statistics System;
Coordinate the implementation of a Statistical Peer Review Mechanism of the African Charter on Statistics in collaboration with partners ;
Coordinate the implementation of the Strategy for the Harmonisation of Statistics in Africa (SHaSA) and its various pillars and ensure that each Member of the African Statistical System is properly discharging its duties;
Coordinate the development and the adoption of common policies suited to the needs of the continent in statistics areas and ensure the coordination of statistical activities;
Identify specific statistical data related to all AU and its Organs’ activities, formulate policies for statistical development and capacity building for the AU, and recommend areas of focus for study;
· Coordinate the preparation of Africa MDGs report andcontribute to the elaboration of Economic Report on Africa (ERA) and theAssessing Regional Integration in Africa (ARIA) as well as other publicationsof the Department;
Coordinate the development, the implementation and the management of AfricaInfo statistical database;
Provide briefs, assistance and advisory services on matters relating to statistics policy analysis and development to AU member countries and other institutions;
Build networks and promote cooperative programs with partners and foster effective institutional linkages between the AU and other institutions;
Coordinate the work of the Division and represent the AU in consultations, meetings, seminars and workshops related to statistical policies in Africa;
Provide advice and assistance as well as follow up on the Department’s budget execution including its evaluation; and
Perform any other duties as may be assigned from time to time.
3. EducationalQualifications Required:
The candidate must have at least aPost-Graduate (Masters) degree in the field of statistics, or a related field.
4. WorkExperience Required:
Thecandidate must have at least at least 10 years of appropriate experience ofwhich at least 5 years should be at international level including in design,development and implementation of policies, strategies and projects management.
5. OtherRelevant Skills Required:
Familiar with the African Statistical System; the Mechanism of the implementation of the African Charter on Statistics as well as the Strategy for the Harmonisation of Statistics in Africa (SHaSA) and its different strategies;
Working knowledge of statistical coordination at the continental level as well as problems related to the development of statistics in Africa;
Working knowledge of policy analysis and development and programme/project management, implementation, monitoring and evaluation;
· Have experience in assessing progress toward theMillennium Development Goals (MDGs) in Africa ;
Management experience, excellent interpersonal skills and ability to organize and motivate others and to work in a multi-cultural environment;
Excellent report writing and presentation skills and strong skills in research, quantitative and qualitative methods;
Should have published in scientific and/or professional journals in the fields of statistics or in related fields;
Commitment to personal performance and self-development;
Leading and managing change with integrity, trustworthiness and confidence;
Must be computer literate, and be familiar with statistical, econometric and database development software packages such as ACCESS, SAS, DevInfo, EpiInfo, SPSS, STATA and E-views; and monitoring and evaluation system.
6. LANGUAGE REQUIREMENT:
Proficiencyin one of the African Union working languages. Knowledge of one or severalother working languages would be an advantage.
7. AgeRequirement:
Candidates must preferably be between 35 and 50 years old.
8. Tenure of Appointment: The appointment will be made on a fixed term contract for a period of three (3)years, of which the first twelve months will be considered as a probationaryperiod. Thereafter, the contract will be for a period of two years renewable,subject to satisfactory performance.

11. Remuneration: Indicative basic salary of US$45,551.00 per annum plus other related entitlements e.g. post adjustment(46% of basic salary), housing allowance (US$16,819.00 per annum), andeducation allowance (75% of tuition and other education related expenses forevery eligible dependent up to a maximum of US$7,800.00 per child per annum)for internationally recruited staff of the Commission.
