Head, HR Planning and Development Service

Organ:
The General Secretariat directs all the administrative and financial aspects of the Union's activities, including the implementation of the provisions of the administrative regulations on operational questions, the dissemination of information on telecommunication matters for operational and other purposes, the provision of legal advice to the Bureaux of the Union and the departments of the General Secretariat, logistic support to the Union's activities including conferences, the coordination of the work of the Union with other international organizations, the dissemination of information to the Member States and Sector Members, press, corporate and individual users of telecommunications and the general public. The General Secretariat is also responsible for the organization of world telecommunication exhibitions and forums.
Organization Unit:
Within the General Secretariat, the Human Resources Management Department (HRMD) advises the Secretary General on human resources management, security and safety services and facilities management. It manages ITU's resources ensuring consistency with ITU strategies, policies, regulations and rules as well as UN Common System policies. It efficiently manages the human capital and physical assets of the Union; creates a stimulating and supportive work environment and encourages organizational creativity and performance measurement based on results.
Duties / Responsibilities
In the Human Resources Management Department under the supervision of the Head, Human Resources Planning and Policies Division, the incumbent will undertake the following duties:
  • Plan and manage the delivery of the Planning and Career Development program, involving the supervision of staff and consultants, the development of the supporting operational and policy framework and related systems, procedures and best practices; manage the related budget; promote continuous learning as a sound business investment.
  • In consultation with ITU high level managers, anticipate/determine future needs in human resources required to deliver ITU's objectives and elaborate/recommend short- and long-term succession planning and staffing strategies.
  • Develop, implement and monitor a career management program for the ITU: conduct corporate and program specific learning needs analyses; coordinate the development of an inventory of core, functional and management competencies for all staff members; assess corporate and personalized training and development needs for staff at all levels; develop and implement new knowledge management systems.
  • Analize career progression patterns, identify factors inhibiting staff mobility and ITU's ability to attract and retain staff; advise senior management on new approaches and changes in existing human resources policies, structures and procedures relating to career management program.
  • Evaluate and determine in consultation with ITU managers specific training needs providing expert advice; develop and supervise the implementation of training programs, ensure the relevance of the training services within stated goals and satisfactory cost-benefit ratios; design and develop new approaches and learning resources for the delivery and support of training programs; evaluate and validate the effectiveness of the programs and modify as necessary.
  • Manage the implementation of the performance appraisal system (PAS), promote its value and provide guidance and authoritative advice to managers and staff; monitor its utilization and make recommendations for its improvement.
  • Collaborates in the development and review of HR policy proposals, recommendations, and/or revisions which make up the ITU Staff Rules, the policy and regulatory framework, and ITU HR best practices; collaborates with other organizations in the areas of the job's specialty.
  • Carries out other duties as required such as preparing a variety of reports, etc.
  • Qualifications required
    Education:
    Advanced university degree in human resources management, education, public or business administration, social science or a related field OR education in a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the fields above.
    For internal candidates, a first university degree in one of the fields above in combination with ten years of qualifying experience may be accepted in lieu of an advanced university degree for promotion or rotation purposes.
    Experience:
    At least seven years of progressively responsible professional experience of human resources management and development providing advice to senior management, including at least three at the international level.
    A Doctorate in a related field can be considered as a substitute for three years of working experience.
    Languages:
    Knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) at advanced level and knowledge of a second official language at intermediate level. Knowledge of a third official language would be an advantage. (Under the provisions of Resolution No. 626 of the Council, a relaxation of the language requirements may be authorized in the case of candidates from developing countries: when candidates from such countries possess a thorough knowledge of one of the official languages of the Union, their applications may be taken into consideration.)
    Competencies:
  • Theories and principles of human resources management specializing in human resources planning and development to provide advice and expertise to management and deliver related services across the organization.
  • Knowledge and understanding of HR planning and career management issue and policies.
  • Analytical skills to analyze Senior Management proposals, Decisions of Council etc. to identify HR impacts, and develop alternate strategies and/or solutions to specific HR problems.
  • Management and project management skills to develop and implement the Service and manage external contractors and staff in the delivery of services.
  • Leadership and collaborative working skills to provide specialist HR advice to senior management and the Organization, as well as work collaboratively with other HR professionals for the delivery of comprehensive HR services.
  • High level of communication skills, both orally and in writing, to explain HR principles and practices to a variety of different clients across the organization.
  • Writing and presentation skills to prepare project plans, proposals and recommendations for management approval.
  • Ability to deal with sensitive issues.

    Annual Salary: (Net of Tax)
    151,908.- USD - 196,851.- USD without dependants
    163,129.- USD - 212,816.- USD with dependants
