BMB Mott MacDonald is currently recruiting a Grant Manager for the Rwanda Education Sector Programme: Design and Management of Innovation and Capacity Buiilding Funds. Project duration is 40 months. The position concerns an input of 35 months, starting December 2011. Duty station is Kigali.
Description of the Project:
DfID Rwanda is currently implementing an Education Programme in Rwanda, over 4 years. Within this overall programme two funds have been identified to support innovation in the sector and build capacity of the Ministry to help meet sector targets.
The overall objective of the project is to appoint a service provider to design and manage the Innovation and Capacity Building Funds, which will help catalyse progress towards achieving the ESSP targets through piloting innovative approaches in education and building capacity for sustainability. The project is expected to run from December 2011 until March 2015, a period of 40 months.
General Requirements:
- Educational background in Financial Planning & Control, Financial Management or Accountancy, or a related field;
- At least 5 years of experience in grant management for NGOs and civil society Organisations (CSOs) in Rwanda, or the East or Central African region
Strong financial management and accounting skills;
- Ability to travel within the country;
- Proficiency in written and spoken English.
- Experience working on DfID-funded projects is considered an asset;
- Ability to communicate and work effectively within groups;
- Female and/or Rwandese candidates are encouraged to apply;
Specific Tasks:
- Assure timely invoicing schedule by grant recipients, preferably on a monthly basis;
- Review and verify the financial claims submitted by grant recipients and request clarifications, if and when necessary;
- Organize regular meetings with grant recipients and make sure that they understand and comply with grant conditions;
- Maintain a quarterly forward looking expenditure forecast system that informs the donor about the cash flow needs of the fund;
- Keep track of the invoicing schedule, payment requests, bank transfers and contract amendments with transparent and up-to-date file management, including soft and hard copies;
- Perform internal audits of the financial organization and administration of the grant recipients to assure that their bookkeeping meets international standards;
- Verify grant recipient contracts for staff, their system of time keeping and sub-contracts for work contracts, including tender procedures, draft contracts with service providers and bill of quantities;
- Maintain an inventory of assets (> £1,000) procured by grant recipients as well as the grant manager;
- Review and verify the “Expenditure Verification Reports”, prepared by an independent auditor, when closing grant contracts;
- Provide grant recipients with on-the-job training of financial management issues and work with grant recipients to strengthen the financial management capacity of their local partner NGOs when relevant;
- Convene all financial and budget negotiations with new grant recipients;
- Draft and update General Conditions that govern the implementation of grant contracts with NGOs;
- Update and introduce all procedures and guidelines for a new verification approach of a financial system audit conducted by an independent auditor, chartered account firm,
- Represent the grant management agent, as and when required, in meetings with other funding instruments in Rwanda;
- Assist and/ or replace the Team Leader in the financial reporting and management tasks on grant disbursements.
